Organizational Context
The Occupational Safety and Health (OSH) Department aims to create a secure, safe, healthy, and productive work environment. The Infrastructure and Logistics Support (ILS) Unit, within OSH, oversees teams responsible for buildings, conferences, events, systems, and records management. This role is crucial for ensuring the effective operation of these essential services.
Job Purpose
The Unit Head, Infrastructure and Logistics Services, is responsible for the administrative management and effectiveness of facility management, conference and events management, and archival services at WHO Headquarters. This includes overseeing service providers, coordinating construction and renovation projects, providing expert advice to regional offices, managing a significant portion of the department's budget, and ensuring adherence to established guidelines and standards. The role also involves representing the department in inter-agency meetings and contributing to a safe and productive work environment.
Responsibilities
Oversee and manage facility management services, including technical installations, maintenance, and operations, through close collaboration with service providers. Lead conference and event management, including Governing Body meetings, and provide support to Regional Offices. Coordinate construction and renovation projects at HQ Geneva and liaise with Regional Offices on the capital master plan. Ensure proper storage, management, and access to WHO historical archives. Provide administrative and technical guidance to other offices. Formulate and manage a significant segment of the department's budget, including financial control. Establish and enforce work methods and procedures, ensuring consistency with guidelines. Represent the department and WHO in inter-agency meetings. Perform other related duties as required.
Work Experience
Requires at least 10 years of management experience at a supervisory level in an international setting. Essential experience includes staff management, budgetary and financial control, and in-depth operational and managerial knowledge within the scope of assigned responsibilities. Experience in providing general administrative services in an international environment is desirable.
Skills
Proficiency in facilities management, construction, building maintenance, and logistics support. Expertise in international conference and administrative services. Demonstrated ability in contract negotiation for goods and services. Strong supervisory and managerial capabilities for large teams. Excellent interpersonal, people management, and communication skills. Ability to manage diverse financial, human, and physical resources.
