Organizational Context
The World Health Organization (WHO) Country Office for India supports the Ministry of Health & Family Welfare in implementing national health policies and strategies. It focuses on improving health outcomes, strengthening health systems, and addressing health emergencies. This role supports the implementation of the WHO Framework Convention on Tobacco Control (FCTC) and its Protocol to Eliminate Illicit Trade in Tobacco Products.
Job Purpose
The purpose of this role is to provide technical support to the Ministry of Health and Family Welfare (MOHFW) in India for the implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, negotiated under Article 15 of the WHO Framework Convention on Tobacco Control (FCTC). The incumbent will work closely with the National Tobacco Control Programme (NTCP) Division and the Directorate General of Health Services (DGHS) to ensure the successful implementation of the protocol. This involves developing tracking and tracing systems, conducting evidence-based research, supporting policy research, coordinating with national and international organizations, and providing technical inputs for tobacco control programs and international obligations. The role also includes assisting in developing the country strategy for participation in the Meeting of the Parties (MOP) to the WHO FCTC.
Responsibilities
Provide technical assistance for developing tracking and tracing systems for illicit trade in tobacco products. Develop roadmaps, timelines, and methodologies for evidence-based research. Support policy research, including data collection, management, evaluation, and analysis related to tobacco control policies and illicit trade. Coordinate with international and national organizations, the Ministry of Finance, and other relevant government departments for protocol implementation. Draft technical documents related to the Illicit Trade Protocol and other international tobacco control obligations. Assist MOHFW/DGHS in developing the country strategy for participation in the Meeting of the Parties (MOP) to the WHO FCTC. Perform any other duties assigned by supervisors.
Work Experience
Essential: At least one year of experience in tobacco control issues or in monitoring and evaluation of large-scale programs. Desirable: Thorough understanding of relevant international and national policies, conventions, and literature related to tobacco control.
