Organizational Context
The WHO Country Office in the Federated States of Micronesia provides technical and administrative support to FSM, the Marshall Islands, and Palau. Job Purpose
This role provides essential technical and administrative support within the WHO Country Office, contributing to the effective delivery of WHO's technical cooperation in the Federated States of Micronesia, the Marshall Islands, and Palau. The position supports the Head of WHO Office/WHO Representative by managing financial transactions, processing payments, monitoring project budgets, and providing comprehensive administrative assistance. This includes supporting human resources tasks, coordinating office functions, managing correspondence, and facilitating logistics for meetings and travel, ensuring the smooth operation of the office and its programs.
Responsibilities
Financial responsibilities include reviewing obligating documents, performing reconciliations, processing transactions in the enterprise resource planning system, and following up on payments. The role supports the monitoring of country activity implementation, including project budgets and expenditures, and briefs staff on financial and administrative procedures. Administrative duties involve providing broad programme support, contributing to planning and resource allocation, assisting with human resources tasks such as contract monitoring and leave administration, and coordinating office space management. The role also entails analyzing correspondence, drafting and finalizing documents, maintaining filing systems, and supporting the organization of meetings and staff travel.
Work Experience
Essential: Minimum of five years of relevant secretarial/administrative experience. Desirable: Experience in administrative and financial support within WHO or the UN system, and familiarity with enterprise resource planning systems.
Skills
Knowledge of administrative and financial procedures, rules, and regulations. Ability to draft correspondence and reports. Effective client relationship management. Basic financial accounting skills. Proficiency in standard office software, computerized systems, and databases. Research and information organization skills. Expert knowledge of English and the local language.
