Organizational Context
The World Health Organization (WHO) Health Emergencies Programme aims to support countries and coordinate international efforts in preventing, preparing for, detecting, responding to, and recovering from health emergencies. This role is situated within the WHO Representative's Office in Somalia, contributing to the country's emergency preparedness and response capabilities.
Job Purpose
The Public Health Intelligence and Risk Assessment Lead will spearhead the development and execution of a national strategy for health information management, focusing on emergency preparedness, response, and vaccine-preventable diseases. This role is crucial for enhancing Somalia's Emergency Response Information Management Systems (ERIMS), providing essential technical support to health authorities at federal and state levels. The position will also involve designing and overseeing critical health surveys and assessments, managing health data during emergencies, building capacity in data management and public health intelligence, and fostering innovation to strengthen health system resilience. A key aspect includes leading project development to secure funding, recognizing the significant reliance on emergency funding for WHO Somalia's operations.
Responsibilities
Lead the development and implementation of a country strategy for health information management, emergency preparedness, response, and vaccine-preventable diseases. Enhance Somalia's Emergency Response Information Management Systems (ERIMS) and provide technical support to health authorities for all-hazard data readiness. Design and oversee epidemiological surveys and health needs assessments, including multi-sectoral assessments aligned with the Humanitarian Response Plan. Manage the collection, analysis, production, and dissemination of high-quality health data during emergencies, producing Situation Reports and inputs for humanitarian planning. Build capacity of national and state teams in data management and public health intelligence through technical guidance and training. Promote continuous learning and innovation to bolster health system resilience in a fragile context. Lead project development to mobilize resources, particularly for emergency-related funding.
Work Experience
Essential: Minimum of 7 years of relevant experience in public health information management, monitoring, needs assessment, and data management. Significant experience in emergency management, surveillance, or humanitarian contexts at national and international levels is required. Desirable: Experience in epidemiological aspects of infectious diseases, prevention and control, AFP and EPI surveillance, and complex database management.
Skills
Proficiency in public health aspects of infectious disease control, epidemic preparedness and response, and International Health Regulations. Ability to analyze and interpret epidemiological and surveillance data for risk assessment. Skills in analyzing vaccine-preventable diseases and immunization data, synthesizing information, and providing recommendations. Proficiency in epidemiological and statistical software. Experience in operational support for public health emergencies. Strong analytical skills for managing health information systems and databases. Knowledge of humanitarian coordination and the UN system is an asset.
