The World Health Organization (WHO) Division of Pacific Technical Support (DPS) is implementing a GEF LDCF project to build the resilience of health systems in Pacific Island Least Developed Countries to climate change. This project focuses on strengthening governance, institutional capacities, and health service delivery in response to climate-sensitive health risks. The National Consultant role is based in Tuvalu and supports the Ministry of Health and Social Welfare in project coordination.
Job Purpose
The National Consultant will provide essential coordination and administrative support for the successful implementation of the climate change and health resilience project in Tuvalu. This role involves close collaboration with the WHO Division of Pacific Technical Support, WHO project personnel in Tuvalu, the Ministry of Health and Social Welfare, and other key stakeholders. The primary focus is on ensuring effective project planning, coordinating implementation activities, and managing reporting requirements. The consultant will contribute to strengthening the capacity of national health systems to manage climate-sensitive health risks, thereby improving the quality and coverage of health services addressing climate-related diseases and enhancing overall resilience.
Responsibilities
The National Consultant is responsible for comprehensive project coordination and administrative support in Tuvalu. Key duties include developing and implementing a detailed country-level workplan, ensuring alignment with national strategies and eliminating duplication with other projects. This involves regular review and updates of the workplan, identifying and reporting on project risks and mitigation actions, and providing inputs for quarterly and annual progress reports. The consultant will coordinate the Tuvalu Project Management Unit (PMU) meetings, support the national climate change and health technical advisory group, and facilitate the acceleration of project activities such as policy review, awareness campaigns, and training. Financial management and procurement tasks, including drafting procurement documents and facilitating the solicitation process, are also key responsibilities. Furthermore, the consultant will lead the implementation of Social and Environmental Safeguards (SES) and the Gender Action Plan, including monitoring compliance and reporting, and support project visibility initiatives.
Work Experience
Essential: A minimum of five years of relevant experience in administration, project/programme management/coordination, or a similar managerial service position, adhering to relevant rules and procedures. Desirable: Experience in project management within climate change, environmental health, or public health sectors. Experience working with governmental, non-governmental, and international organizations is also beneficial.
