Job Purpose
The Programme Policy Officer (Youth in Work) will support the implementation of WFP Mozambique's strategy, with a specific focus on resilience building, climate adaptation, livelihoods development, youth economic inclusion, market systems strengthening, and partnerships. This role is crucial for advancing the Youth in Work portfolio and other resilience initiatives. The incumbent will contribute to program design, foster partnerships, support resource mobilization, and generate evidence to enhance the self-reliance of vulnerable populations, particularly youth and women, by improving their access to employment and income-generating opportunities through strengthened market linkages and capacity building.
Responsibilities
The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives in emergencies and building peace through food assistance. WFP Mozambique implements a strategy focused on strengthening climate resilience and economic inclusion for vulnerable communities. This involves integrating ecosystem-based adaptation, productive safety nets, and financial solutions to foster resilient livelihoods and inclusive food systems, aligning with national programs. The role supports this strategy, emphasizing resilience building, climate adaptation, livelihoods development, youth economic inclusion, market systems strengthening, and partnerships. Key responsibilities include managing resilience projects, particularly the Youth in Work portfolio, ensuring compliance with WFP standards, and reviewing legal frameworks. The position involves providing technical support to partners, identifying and strengthening market linkages for smallholder farmers and youth-led enterprises, and designing/implementing livelihood and economic inclusion actions. Collaboration with internal and external counterparts, including the private sector and government, is crucial. The role also entails contributing to progress reports, developing new resilience projects, resource mobilization, and capacity building for staff and partners. Deliverables include successful implementation of Youth in Work activities, facilitating strategic partnerships, developing market linkage action plans, conducting capacity-strengthening initiatives, contributing to project designs, and leading/contributing to donor reports or proposals.
Work Experience
Experience is required in implementing technical programs related to climate change, food systems, value chains, livelihoods, resilience, and youth economic inclusion. Candidates should have experience in program implementation, contributing to operational design, providing input into policy discussions, and liaising with government partners.
