Job Purpose
The Monitoring and Evaluation Officer will be instrumental in overseeing end-to-end field monitoring, managing analytical and reporting processes, and building capacity within the Planning, Monitoring, Learning, and Evaluation (PMLE) Unit. This role is crucial for ensuring the quality and timeliness of monitoring data, complementing it with qualitative insights, and driving the utilization of findings for program improvement. The officer will lead field-level monitoring and learning initiatives, identify evidence gaps, document program adaptations, and contribute to strengthening monitoring practices. By coordinating field monitoring activities, ensuring compliance with standards, and managing feedback mechanisms, the incumbent will directly contribute to informed decision-making and effective humanitarian assistance delivery in a complex operating environment.
Responsibilities
The Monitoring and Evaluation Officer role at the World Food Programme (WFP) in Yemen is crucial for ensuring the effectiveness and accountability of humanitarian operations in a complex and volatile environment. The primary responsibility is to lead the implementation of field monitoring plans, adhering to WFP's standards and prioritizing activities based on risk. This involves coordinating various monitoring activities, including WFP's own monitoring, third-party monitoring, post-distribution monitoring, and remote monitoring, to ensure timely delivery and comprehensive program coverage. A key task is guaranteeing the quality and completeness of monitoring data, supplementing routine data with qualitative insights for a deeper understanding of program impact. The officer must ensure accurate reporting on distributions and beneficiaries, reconciling planned figures with actual outcomes and addressing any discrepancies. A significant aspect of the role is driving the utilization of monitoring findings to improve programs, facilitating necessary adjustments and tracking the implementation of recommendations. Furthermore, the officer will lead field-level learning by identifying evidence gaps, documenting program adaptations, achievements, challenges, and best practices for reporting and advocacy. Capacity building of field monitors and partners is also a responsibility, alongside serving as the Field Office MLE focal point, coordinating with the Country Office MLE unit, and contributing field evidence to donor processes and evaluations. The role also includes managing local feedback mechanisms to ensure affected populations' concerns are registered and addressed, and mainstreaming protection, gender equality, and accountability to affected populations into all monitoring stages. Routine and ad-hoc field verification visits are also part of the duties.
Work Experience
Requires a total of 5 years of relevant experience, with at least 1 year in project monitoring, evaluation, or data analysis within humanitarian or development settings. Experience with WFP Yemen Operation is considered an advantage. Strong analytical skills, proficiency in data processing software, and familiarity with humanitarian environments are essential.
