Job Purpose
The Budget and Programming Associate will provide specialized support to ensure efficient planning, monitoring, and analysis of project financial performance. This role is crucial for optimizing the use of financial resources by reviewing budget plans, monitoring financial performance, and making recommendations in line with WFP policies. The associate will analyze fund and grant balances, identify discrepancies, and propose corrective actions to maximize fund utilization and support decision-making. They will also contribute to pipeline management, process improvements, and the enhancement of corporate systems and tools for better budget management and resource monitoring. Accurate data entry, record maintenance, and report preparation are key to supporting internal and external stakeholders.
Responsibilities
The Budget & Programming Associate (G6) role at the World Food Programme (WFP) focuses on ensuring efficient financial resource management for projects. Key responsibilities include reviewing budget plans, monitoring project financial performance, and analyzing fund and grant balances to identify surpluses or deficits, recommending corrective actions to optimize fund utilization. The associate will support pipeline management to prevent breaks and enhance operational effectiveness. They will also contribute to improving internal processes, corporate systems, and designing tools for better planning, expenditure forecasting, and budget monitoring. This involves entering budget plans and revisions into corporate systems, maintaining accurate records, and preparing periodic and ad hoc reports for stakeholders. The role requires providing inputs for the Country Office Resource Management Committee, and potentially managing Global Commodity Management Facility (GCMF) supply lines. Communication with stakeholders on fund management matters, providing guidance to support staff on budget and fund management, and adhering to emergency preparedness practices are also crucial. The position demands analytical skills, experience in managing operational budgets, and working with large datasets, ensuring timely and accurate financial information for decision-making and operational success.
Work Experience
Requires six or more years of progressively responsible work experience within the relevant business stream, including general administrative work. Desired experience includes monitoring budgets, resource plans, pipelines, and supply chains, as well as familiarity with budget systems and financial information systems. Experience in analyzing and reporting on operational budgets and working with large datasets is also beneficial.
