Job Purpose
The Senior Evaluation Officer, Head of Impact Evaluation Team, will lead the Impact Evaluation Unit within WFP's Office of Evaluation (OEV). This role is crucial for providing independent evidence on the performance and results of WFP programmes, informing accountability and future strategic direction. The incumbent will oversee the planning, delivery, and quality assurance of high-quality impact evaluations globally, managing a diverse team across different locations. Key responsibilities include developing the impact evaluation workstream, fostering a unified global practice, and building organizational capacity. The role also involves leading resource mobilization, partnership development with donors and UN agencies, and representing OEV to the WFP Executive Board. A significant aspect is ensuring that impact evaluations are demand-driven, aligned with national policy priorities, and that cross-cutting issues like gender and inclusion are mainstreamed, ultimately contributing to WFP's evidence-based approach to humanitarian action and sustainable development.

The Senior Evaluation Officer, Head of Impact Evaluation Team, based in Bangkok, will lead the Impact Evaluation Unit, overseeing the planning and delivery of high-quality impact evaluations globally. This role involves managing staff across different locations, ensuring a unified approach to evaluation, and building organizational capacity. Key responsibilities include contributing to evaluation policy and strategy, leading the impact evaluation workstream, managing staff, fostering a global practice, and overseeing capacity development. The position also entails leading resource mobilization, partnership efforts with regional donors and UN agencies, and representing OEV to the WFP Executive Board. The role requires ensuring the quality and credibility of impact evaluations, managing complex evaluations, overseeing budgets, and promoting a culture of accountability and learning through evidence dissemination. Mainstreaming cross-cutting issues like gender and inclusion into evaluations is also a critical aspect of the role.
Work Experience
The role requires at least 11 years of relevant professional experience in international development or humanitarian work, including evaluation and/or policy studies. A minimum of 8 years must be dedicated to conducting or managing impact evaluations in diverse humanitarian and/or development settings, potentially including joint evaluations. Extensive experience is also needed in managing the interaction between technical evaluation functions and high-level governance, reporting to boards, and advising senior management on evaluation evidence. Building and maintaining professional networks within the global research and evaluation communities is also essential.
