Job Purpose
The Monitoring and Evaluation Officer will support the development and implementation of robust M&E plans aligned with WFP's corporate standards. This role is crucial for generating quality evidence on beneficiary impact, informing policy, strategy, and program design. Key responsibilities include coordinating monitoring activities, managing decentralized evaluations, supporting reviews, and contributing to national M&E strategies. The officer will ensure evidence-based decision-making by making findings accessible and developing informative products. They will also support management in addressing recommendations, build M&E capacity of staff and partners, and integrate protection and gender perspectives. This position is vital for enhancing program effectiveness and demonstrating WFP's impact in Madagascar.
Responsibilities
The Monitoring and Evaluation Officer role at WFP involves developing and implementing robust monitoring, review, and evaluation plans to generate evidence on beneficiary impact and inform program design. This includes coordinating monitoring activities, managing decentralized evaluations, and supporting thematic reviews. The officer will contribute to evidence-based decision-making by making findings accessible and developing informative products. They will also support WFP management in addressing evaluation recommendations and build M&E capacity among WFP staff and partners. A key responsibility is integrating protection and gender perspectives into all work. Specific duties include designing and implementing outcome monitoring plans, overseeing data collection and analysis, ensuring data quality, and preparing timely reports. The role also involves translating findings into actionable recommendations, providing technical guidance to field offices, and contributing to national capacity strengthening in M&E. Furthermore, the officer will coordinate with various units for coherence, represent WFP in technical groups, and manage assigned staff. They will also contribute to emergency preparedness by adapting monitoring systems and analyzing the impact of shocks on assisted populations.
Work Experience
The role requires a minimum of three years of relevant professional work experience in monitoring and evaluation activities. Candidates should be proficient in using various quantitative and qualitative analytical tools and methods, and possess prior experience working in humanitarian or development contexts. Fluency in French and intermediate knowledge of English are also necessary.
