Job Purpose
The Programme Officer in Marib, Yemen, is crucial for delivering high-quality, accountable, and risk-informed assistance in a protracted emergency. This role involves providing operational middle-management leadership, ensuring programme compliance, and actively managing partner performance. The officer will drive the efficient execution of WFP's life-saving emergency safety nets and integrated nutrition programs. Key responsibilities include leading field-level activities, offering direct technical support to partners, and ensuring operations align with WFP's strategic and policy objectives through close collaboration with internal and external stakeholders. The position requires strong oversight of program implementation, monitoring, reporting, and team leadership to effectively address the severe humanitarian situation in the region.
Responsibilities
The National Programme Officer (NOB) in Marib is responsible for the comprehensive management and execution of emergency food assistance, nutrition, livelihoods, school feeding, and safety net programs. This includes overseeing daily operations, ensuring alignment with the Field Office Operational Plan, and validating local proposals and agreements against WFP standards. A key duty is monitoring market viability for both in-kind and cash-based transfers, and resolving distribution issues. The role also involves leading the compilation and verification of all field reports for internal and external stakeholders, including donor updates and situation reports. Auditing monthly distribution invoices and partner reports for data integrity is crucial. The NOB will mentor junior staff, foster a high-performing team, and maintain relationships with local authorities and humanitarian partners to prevent duplication of efforts. Furthermore, the position requires overseeing field verification missions, auditing food quality and safety, and collecting beneficiary feedback. Coordination of complaint resolution through the Call Center and directing field-level digitalization efforts, including biometric registration, are also core responsibilities. Ultimately, the NOB ensures the successful achievement of distribution targets, timely partner performance audits, and effective resolution of field-level challenges, contributing to WFP's life-saving mission in a complex environment.
Work Experience
Requires a total of 7 years of relevant experience, which must include at least 3 years of professional experience. This experience should encompass managing complex humanitarian operations, field operations, emergency food assistance, and partner management. Direct experience leading and mentoring national staff teams in high-risk settings is also specified.
