Job Purpose
The Logistics Associate (Contracts) will be responsible for contracting, coordinating, and managing logistics service providers in accordance with WFP's transport manual. This role involves overseeing personnel and ensuring efficient service delivery. Key responsibilities include pre-selecting service providers, drafting contract proposals for approval, and presenting them to the Logistics Contracts Committee. The Associate will also manage service provider performance, conduct evaluations, and handle contractual activities, including issuing warning or termination letters for underperforming providers. Additionally, the role supports emergency logistics preparedness and response, gathers market intelligence, and maintains accurate contract databases for audit purposes, contributing to the overall effectiveness of WFP's supply chain operations.
Responsibilities
The Logistics Associate (Contracts) role at the World Food Programme (WFP) in Djibouti involves managing and coordinating logistics service providers. Key responsibilities include contracting transporters and other logistics service providers, preparing and issuing expressions of interest, and pre-selecting service providers. The role also entails drafting proposals for the Logistics Contracts Committee, presenting these proposals, and issuing requests for quotations. Regular meetings with service providers for tender pre-bids and performance reviews are essential. The associate will also be responsible for sending service provider performance evaluation forms, conducting performance review meetings, and issuing warning or termination letters to underperforming providers. Additionally, the role involves drafting and obtaining approval for letters of award, managing contractual activities of logistics suppliers, and maintaining a database of logistics contracts for audit purposes. Supporting emergency logistics preparedness and response, gathering market intelligence, and conducting market and vendor assessments are also part of the duties. The position requires collecting and analyzing data for market overview reports and CSC reports, and performing other duties as assigned by the supervisor. A secondary school diploma and at least six years of progressive experience in logistics, contract management, procurement, or supply chain are required, with experience in a humanitarian setting being an asset.
Work Experience
Requires at least six years of progressive professional experience in logistics, contract management, procurement, supply chain, or a related field. Experience in a humanitarian setting is a plus. Proven ability to lead and manage staff, manage third-party service providers, compile and manage contractual documents, and maintain enterprise systems is necessary. Strong analytical and vendor management skills are also required.
