Job Purpose
The Programme Policy Officer (Early Warning System Specialist) will provide high-level technical advisory support to enhance the coherence, quality, and effectiveness of an end-to-end Early Warning System (EWS) being established in Pakistan. This role focuses on ensuring the integration of various system components, including monitoring infrastructure, forecasting models, and decision support systems, aligning them with international standards and stakeholder needs. The specialist will review outputs from consultants and firms, advise on technical approaches, and ensure effective linkage between data, forecasting, impact-based forecasting, and anticipatory action triggers. The position also involves providing strategic guidance on institutional arrangements, coordination, and sustainability for the EWS, complementing existing WFP staff and partner efforts.
Responsibilities
The World Food Programme (WFP) is seeking a Programme Policy Officer (Early Warning Systems Specialist) to provide high-level technical advisory support for a climate resilience initiative in Pakistan. This role focuses on strengthening community resilience to climate-induced risks, particularly flash flooding, by establishing an end-to-end Early Warning System (EWS). The specialist will advise on the integration of various system components, including monitoring infrastructure, forecasting models, a Decision Support System (DSS), and anticipatory action protocols. Key responsibilities include reviewing technical outputs from consultants and firms, ensuring alignment with global standards, and validating the coherence and effectiveness of the EWS. The role involves providing strategic guidance on system design, operationalization, and quality assurance, complementing the work of WFP staff and contracted experts. The specialist will also advise on institutional arrangements, coordination mechanisms, and governance for the system's long-term sustainability. This position requires strong communication and coordination skills to translate complex technical concepts into actionable recommendations for diverse stakeholders, including national and sub-national authorities. The aim is to enhance the overall quality, integration, and responsiveness of the EWS to meet the needs of affected communities and partners.
Work Experience
Requires a minimum of 5 years of professional experience in designing and implementing early warning systems, specifically for flash flood forecasting and risk management. Experience in developing countries and familiarity with disaster risk management institutional arrangements are advantageous. Strong communication and coordination skills are essential for translating technical concepts into actionable recommendations for various stakeholders.
