This initiative directly supports the Country Strategic Plan's outcomes for emergency support and resilience building, particularly in areas affected by climate-related shocks like Cyclone Ditwah. The role contributes to critical humanitarian aid delivery.

Job Purpose

The Programme Policy Officer - Cash Based Transfer (SC 8) will play a crucial role in supporting the implementation of WFP's cash-based transfer programmes in Sri Lanka, specifically focusing on Anticipatory Action (AA) and Food Assistance for Assets (FFA) components. This involves providing essential administrative and programmatic support for beneficiary registration, cash disbursement tracking, and programme documentation. The role will ensure compliance with Standard Operating Procedures, assist in data entry and monitoring, and facilitate communication with field staff, partners, and government agencies. A key aspect is supporting the community feedback mechanism and ensuring protection and accountability principles are integrated into CBT activities, ultimately contributing to WFP's mission of saving lives and building pathways to peace and prosperity.

Responsibilities

The role involves comprehensive support for cash transfer programs, focusing on administration, documentation, data management, and coordination. Key responsibilities include managing beneficiary registration and profiling in systems like SCOPE, preparing and verifying beneficiary lists for specific activities (FFA and AA), and meticulously tracking cash disbursements while maintaining accurate payment records. Adherence to Standard Operating Procedures (SOPs) and WFP standards is crucial, ensuring all documentation and records are compliant. The position also requires supporting program documentation and reporting by collecting, sorting, and disseminating relevant materials, assisting in the preparation of monitoring reports, post-distribution data, and community feedback. Maintaining organized filing systems and contributing to lessons learned documentation are also vital. Data entry for beneficiary information, cash transfers, and monitoring results is a routine task, alongside compiling statistics for donor and government reporting. Administrative support for field monitoring missions is also expected. Effective coordination and communication are essential, involving liaison with field staff, partners, and government agencies. The role includes responding to queries, providing administrative support for coordination forums, and assisting the Supply Chain unit. Furthermore, engagement with the Community Feedback Mechanism (CFM) is required to log queries, address discrepancies, and ensure alignment with accountability standards. Integration of protection and beneficiary accountability principles into cash-based transfer (CBT) activities, handling queries with sensitivity and confidentiality, is also a key aspect of the role.

Work Experience

A minimum of one year of postgraduate professional experience is required. This experience should be in a managerial, supervisory, advisory, or decision-making role within the relevant field.
