Job Purpose
The Programme Associate (CP Management) will provide essential support to WFP's food assistance programs by ensuring effective management of partnerships and financial processes. This role is crucial for coordinating with cooperating partners, managing grants, and processing payments related to Field Level Agreements (FLAs) and cash-based transfers. The associate will be responsible for creating and releasing financial documents, maintaining accurate records, and ensuring compliance with WFP's financial directives and standard operating procedures. By providing timely financial forecasts and technical support to partners and WFP staff, this position directly contributes to the efficient and effective delivery of humanitarian assistance to beneficiaries.
Responsibilities
This role involves comprehensive financial and grant management for humanitarian programs, particularly focusing on cash-based transfers (CBT) and cooperating partner (CP) payments. Key responsibilities include coordinating with managers to plan, monitor, and utilize grant budgets, and processing monthly CP payments based on signed Field Level Agreements (FLAs). The position requires creating and releasing Service Outline Agreements (SOAs) and Purchase Orders (POs) within the WFP financial system (WINGS) for various agreements, including cash distribution and competitive services. It also entails managing down payments, coordinating cash replenishment, and ensuring timely recognition of expenses in WINGS for beneficiary cash collections and partner claims. Maintaining accurate records, updating tracking systems, and providing regular cash forecasts to the Finance department are crucial. Furthermore, the role involves reviewing and updating Standard Operating Procedures (SOPs) in collaboration with the NGO Partnership Officer, providing technical support and training on WFP payment procedures, and participating in spot checks to review documentation and assist in reporting. The incumbent will also be responsible for reviewing the implementation of improvement plans related to CBT and CP payments.
Work Experience
Requires six or more years of progressively responsible work experience in partnership, fund, and financial management.
