Job Purpose
The Engineer will provide essential technical expertise to the WFP Philippines Country Office (PHCO) for a range of infrastructure and engineering initiatives aimed at strengthening operational capacity. This includes overseeing the refurbishment of facilities, establishment of humanitarian response depots, and the technical design and development of school kitchens and Kitchen-in-a-Box facilities. The role involves providing technical guidance across the project lifecycle, from design and planning to construction supervision, contract administration, and quality assurance, ensuring all interventions align with WFP standards and best practices. The Engineer will be the focal point at project sites, monitoring progress, ensuring safety and quality, and coordinating with various stakeholders to facilitate effective project delivery and timely completion of works.
Responsibilities
The Engineer's primary responsibilities involve providing technical expertise across the entire project lifecycle for infrastructure and engineering initiatives. This includes conducting detailed site assessments and preparing comprehensive reports with findings and recommendations. The role requires developing project plans, implementation schedules, and work methodologies to ensure effective project delivery. A key duty is overseeing and monitoring on-site project implementation, ensuring adherence to WFP specifications, international standards, and contract requirements. The Engineer will provide technical guidance to contractors and consultants, and perform day-to-day supervision of construction activities, ensuring compliance with design, safety, quality, and environmental standards. This involves reviewing contractor designs, shop drawings, and material approvals, as well as checking and approving material test results. The Engineer will also monitor the installation and commissioning of mechanical and electrical systems. Maintaining detailed site records, participating in progress meetings, and liaising with various stakeholders are crucial. Furthermore, the role includes supporting the final handover process, training local user groups, and preparing necessary documentation. A significant aspect of the job is ensuring contractors adhere to international health and safety standards and reporting any breaches or incidents.
Work Experience
The role requires experience working effectively under supervision on diverse design and construction projects, taking responsibility for assigned work elements. Candidates should possess advanced academic qualifications in engineering and have contributed to projects demonstrating specialized knowledge in areas such as fire safety, seismic blast, or environmental requirements.
