Job Purpose
The Logistics Officer (Preparedness) will provide crucial technical and operational support for the establishment and operationalization of National Humanitarian Response Hubs. This role is instrumental in bolstering the Philippines' national logistics preparedness and emergency response capabilities. Key responsibilities include developing preparedness plans, managing hub operations, enhancing logistics systems, strengthening partner capacities, and fostering multi-agency coordination. The objective is to ensure that humanitarian response operations are efficient, effective, and scalable, ultimately contributing to timely and impactful assistance during crises.
Responsibilities
The Logistics Officer (Preparedness) plays a crucial role in establishing and enhancing national humanitarian response capabilities. Key responsibilities include supporting the planning and implementation of the National Humanitarian Response Hub project, providing technical expertise for site preparation, infrastructure setup, and warehouse optimization. This involves ensuring compliance with WFP standards and safety requirements during depot installation. The role also entails leading the development of logistics preparedness systems, operational frameworks, and business processes, including multi-agency inventory management and depot management strategies. Facilitating the creation of Standard Operating Procedures (SOPs) for storage, handling, stock release, and emergency activation is vital. Furthermore, the officer supports logistics capacity assessments, contributes to the development of operational concepts and plans, and ensures alignment with national disaster response systems. Strengthening operational readiness through simulation exercises, training programs, and technical support to government counterparts is a significant duty. This includes conducting tabletop exercises, identifying gaps, and delivering training on warehouse and inventory management. Effective coordination with stakeholders, including government agencies and international partners, is essential for aligning activities and decision-making. The role also involves monitoring project implementation, reporting on progress, documenting lessons learned, and providing post-handover technical support for the initial operationalization and refinement of logistics systems and processes.
Work Experience
The role requires experience in humanitarian logistics, supply chain management, emergency preparedness, or related operational activities. Experience with UN agencies, government institutions, humanitarian organizations, or development partners is highly desirable. Demonstrated experience in warehouse operations, logistics systems, emergency response, and supply chain management is needed. The ability to coordinate with multiple stakeholders and support capacity-strengthening initiatives is crucial. Experience in logistics information management, data analysis, operational reporting, and preparedness planning is also beneficial.
