Job Purpose

The Project Officer (Monitoring and Evaluation) will play a crucial role in strengthening the monitoring and evaluation system for Sierra Leone's National School Feeding Programme (NSFS). This position, attached to the Ministry of Education, will focus on enhancing data collection, management, analysis, and reporting to improve programme efficiency and effectiveness. The role involves developing and digitizing M&E tools, supporting the rollout of digital data collection systems like ODK, and providing technical assistance to national and sub-national staff. The Project Officer will conduct data quality checks, manage dashboards, analyze monitoring data to identify trends and risks, and prepare regular M&E reports. This position is vital for ensuring evidence-based decision-making, improving transparency, and ultimately contributing to better outcomes for approximately one million children benefiting from the school feeding programme.

Responsibilities

The Project Officer (Monitoring and Evaluation) will be responsible for strengthening the monitoring and evaluation system for Sierra Leone's National School Feeding Programme. This involves developing and refining the M&E framework, monitoring plans, and data collection tools, with a focus on digitizing these processes using platforms like ODK and School Connect. The role includes providing technical support to ensure monitoring tools capture key performance indicators related to food delivery, meal quality, and student attendance. A significant part of the responsibility is supervising data collection by national and district staff, conducting rigorous data quality checks, and managing dashboards for data visualization and reporting. The officer will analyze monitoring data to identify implementation gaps, trends, and risks, and will prepare regular M&E reports for various stakeholders. Furthermore, the position requires training and capacity building for government personnel at national and subnational levels on M&E tools and data management. The role also involves supporting data alignment with national education management information systems and documenting lessons learned to enhance the system's functionality and sustainability. Ultimately, the goal is to establish a robust, digitized, and government-owned M&E system that improves transparency, oversight, and decision-making for the school feeding programme, contributing to better outcomes for participating children.

Work Experience

Requires at least three years of relevant professional experience in monitoring and evaluation, data management, digital data collection, programme monitoring, and reporting. Demonstrated experience in developing M&E tools, indicators, reporting templates, data quality assurance processes, and analytical reports is essential. Practical experience with digital data collection platforms like ODK or KoboToolbox is mandatory. Experience with dashboards, data visualization, and database management is highly desirable. Strong skills in data cleaning, analysis, and presentation using tools such as Excel, Power BI, Tableau, SPSS, Stata, or R are needed. Experience with government institutions, UN agencies, or NGOs is a plus.
