Organizational Context
WFP Colombia is launching a new logistics service provision initiative funded by OCHA, building on past ECHO-funded successes. This six-month contract aims to address a logistical gap for the humanitarian community. Job Purpose
The Senior Logistics Service Provision Associate will lead the project for providing logistics services to the humanitarian community in Colombia. This involves managing the entire service provision cycle, from planning and coordination with beneficiary organizations to the execution of storage, land, river, and/or maritime transport. The role requires acting as the focal point for WFP, coordinating with all stakeholders, and ensuring effective training on WFP's logistics services. Responsibilities include managing operational pipelines, overseeing cargo handling, contracting transport, and conducting financial analysis to optimize fund usage. The associate will also lead and mentor a team, ensuring smooth operations and compliance with WFP standards, ultimately contributing to the efficient and timely delivery of humanitarian assistance.
Responsibilities
The primary responsibility is to manage a logistics service provision project, coordinating with interested organizations. This involves overseeing inventory through a dedicated system, managing logistics service requests, and ensuring timely supply deliveries. A key role is acting as the WFP focal point for the Logistics Preparedness Working Group, fostering preparedness activities aligned with national priorities, emergency plans, and global strategies. The position requires leading coordination efforts with partners, training them on WFP logistics services, and collecting/analyzing relevant data to enhance operational efficiency. Financial analysis, budget reviews, and recommendations for optimizing fund usage are also crucial. The role includes operational pipeline planning, managing supply chain aspects like loading/unloading, and contracting transportation, storage, and other logistics services. Supervision and development of the service provision team, including hiring and training, are essential for smooth transitions. The individual must produce accurate reports for informed decision-making, build productive relationships with other WFP logistics colleagues for an integrated approach, and propose improvements to logistics operations. Ensuring compliance with WFP standards and policies is mandatory. A secondary education is the minimum requirement, with a university degree in a related field being desirable.
Work Experience
Requires a minimum of seven years of progressive professional experience in logistics, supply chain management, or operational project management within humanitarian contexts. Particularly valued experience includes providing logistics services to humanitarian organizations or public institutions, leading inter-agency coordination, managing logistics projects (planning, implementation, monitoring), analyzing operational data for supply chain decisions, managing budgets and finances, and supervising/training teams. Knowledge of WFP or similar humanitarian organization systems is a plus.
