Job Purpose
The Logistics Officer (Funds Management) will be responsible for overseeing and optimizing the financial aspects of the Yemen Country Office's supply chain operations. This role involves standardizing funds management processes, developing and implementing Standard Operating Procedures (SOPs), and providing financial advice to support cost-effective operational decision-making. The incumbent will manage financial planning activities, including cash flow forecasting and budgeting, and monitor funds utilization to identify risks and recommend corrective actions. They will also ensure accurate financial tracking during project closures and resource reallocations, contributing to financial status reports and participating in relevant governance forums. This position is crucial for ensuring the efficient and compliant management of supply chain financial resources to meet beneficiary needs and partner service requirements.
Responsibilities
The Logistics Officer (Funds Management) role at the World Food Programme (WFP) in Aden, Yemen, is crucial for overseeing the supply chain's financial resources. This position involves contributing to the development and implementation of supply chain strategies, plans, and operations, ensuring they align with WFP's corporate standards and functional strategies. A key responsibility is managing the Funds Management function, which includes standardizing processes, developing Standard Operating Procedures (SOPs), and ensuring compliance with WFP's financial policies and internal controls. The role requires supervising payment processing, providing financial advice for cost-effective decision-making, and conducting financial planning activities such as cash flow forecasting and budgeting. Monitoring and reconciling funds utilization, identifying risks, and recommending corrective actions are essential for effective resource management. The officer will also implement and enhance financial tracking tools, ensure accurate financial reconciliation during project closures and resource transfers, and contribute to financial reporting for project documents and funding proposals. Collaboration with internal and external stakeholders to promote an integrated supply chain approach and support operational optimization is also a significant part of the role. Additionally, the incumbent will contribute to preparedness actions and emergency response operations, ensuring timely deployment of resources.
Work Experience
Requires a total of 5 years of relevant experience, including 1 year of professional experience using supply chain information systems like ERP applications. Experience in budget preparation, implementation, and monitoring is necessary, along with demonstrated experience supervising small to medium-sized teams. Experience with supply chain strategy, operational planning, and troubleshooting is desirable.
