Job Purpose
The Programme Associate (Home-Grown School Feeding) will provide essential operational support for the planning, implementation, monitoring, and reporting of WFP's Home-Grown School Feeding (HGSF) activities in Liberia. This role is crucial for enhancing access to nutritious school meals, strengthening local food systems, and fostering national ownership of school feeding programmes. The incumbent will coordinate with various internal WFP units and external stakeholders, including government bodies, farmer organizations, and cooperating partners, to ensure the timely and effective delivery of school meals. Key responsibilities include supporting local procurement planning, maintaining accurate programme records, conducting field monitoring, and contributing to capacity strengthening initiatives. The position aims to ensure HGSF activities align with WFP policies, donor requirements, and national priorities, ultimately contributing to improved food security and nutrition for schoolchildren in Liberia.
Responsibilities
The primary responsibility is to provide comprehensive technical and operational support for the planning, implementation, and monitoring of Home-Grown School Feeding (HGSF) activities. This involves ensuring all activities align with WFP policies, school feeding guidance, donor requirements, and national priorities. Key tasks include supporting the preparation and follow-up of workplans, budgets, and performance indicators, and coordinating with various internal units like Supply Chain, Finance, and Monitoring & Evaluation to ensure timely delivery and resolve operational bottlenecks. Engagement with external stakeholders, including government ministries, education authorities, schools, farmer organizations, and cooperating partners, is crucial. The role also contributes to local procurement planning through market assessments and supplier profiling, and maintains accurate program records and databases. Field monitoring visits are essential to verify progress, identify risks, and recommend corrective actions. Furthermore, the position involves managing agreements with partners, preparing regular reports and briefing notes, and supporting capacity strengthening activities for counterparts and community structures. Promoting the integration of cross-cutting themes such as nutrition, gender, and inclusion into HGSF is also a key responsibility. The role acts as a day-to-day focal point for operational follow-up, ensuring issues are escalated and resolved promptly, and supports emergency preparedness for continuity of services.
Work Experience
The role requires at least six years of progressive experience in program implementation, school feeding, food security, agriculture, education, social protection, rural development, or community development. Desired experience includes supporting school meals, local procurement, farmer organization engagement, commodity management, supply chain coordination, or community-based program delivery. Experience working with government institutions, schools, development partners, and conducting field monitoring is also beneficial. Familiarity with Excel and program management systems is required, with WFP corporate systems being an asset.
