Job Purpose
The Logistics Officer (Contracting) will play a crucial role in supporting the efficient and effective delivery of WFP's food assistance programs by managing and optimizing logistics contracting processes. This position involves collecting and analyzing data on the transport sector, conducting market assessments, and verifying service provider capabilities to ensure WFP secures reliable and cost-effective logistics services. The incumbent will be responsible for managing the Request for Quotation (RFQ) process, evaluating offers, and preparing proposals for the Logistics Contract Committee (LCC). Furthermore, the role requires building and maintaining strong relationships with logistics service providers, monitoring their performance against contractual obligations, and escalating any concerns with proposed corrective actions. This position contributes directly to WFP's mission by ensuring that essential resources reach beneficiaries in a timely and efficient manner, especially in challenging operational environments.
Responsibilities
The Logistics Officer (Contracting) plays a crucial role in supporting the day-to-day operations of logistics contracting, directly contributing to the effective delivery of food assistance. Key responsibilities include understanding service requirements to issue Requests for Quotations (RFQs), and conducting thorough market assessments of the transport sector to identify performance improvement opportunities. This involves verifying and validating data, performing due diligence on service providers, and maintaining strong relationships with them to ensure they understand their contractual obligations. The role requires liaising with internal and external stakeholders, analyzing data, and preparing timely reports. The officer is responsible for issuing RFQs, analyzing offers, and submitting contracting proposals to the Logistics Contract Committee (LCC), including preparing meeting minutes. Additionally, they compile quarterly Committee on Supply Chain (CSC) reports, manage contracting cases for CSC submission, and ensure clear allocation plans and deviation reports for tariff system contracts. The position also involves analyzing service provider performance against contractual terms and escalating concerns with proposed corrective actions. Finally, the role includes guiding support staff and adhering to emergency logistics preparedness practices to ensure rapid response during crises.
Work Experience
The requirement is for a total of 5 years of relevant experience, which must include at least 1 year of professional experience.
