Job Purpose

The Senior Programme Associate (Climate Analytics) will provide critical technical and analytical support to WFP's efforts in strengthening disaster risk management, shock-responsive social protection, and disaster risk financing in Cambodia. This role is instrumental in enhancing emergency preparedness, rapid response, and evidence-based decision-making by integrating climate, disaster risk, food security, and nutrition data. The incumbent will contribute to identifying high-risk areas and vulnerable populations, supporting early warning systems, and ensuring that operational actions are guided by reliable and actionable evidence. This position plays a key part in building government and partner capacities to translate data into effective preparedness and response measures, ultimately contributing to the resilience of vulnerable populations against shocks and crises.

Responsibilities

The Senior Programme Associate (Climate Analytics) role involves contributing to the World Food Programme's mission to achieve Zero Hunger by 2030, specifically within Cambodia. This position focuses on strengthening national systems for disaster risk management, shock-responsive social protection, and disaster risk financing. Key responsibilities include conducting climate and disaster risk analyses, integrating climate, disaster risk, and food security data to identify high-risk areas and vulnerable populations, and supporting early warning systems. The role also entails developing and enhancing analytical methods and tools for various assessments, including post-disaster impact and food security assessments, and providing quantitative and qualitative analysis. During emergencies, the Associate will offer analytical support for response operations. Furthermore, the position involves strengthening government capacities in data collection, analysis, and reporting, particularly using digital and geospatial tools. This includes supporting counterparts in translating risk information into operational plans and preparedness measures. The Associate will also prepare analytical reports, dashboards, and other information products, contribute to knowledge management, and promote innovative approaches in data analysis and decision support. The role requires collaboration with government counterparts, UN partners, research institutions, and affected communities to ensure evidence-based decision-making for effective humanitarian assistance and resilience-building initiatives.

Work Experience

Requires a minimum of seven years of progressive professional experience in areas such as climate risk analysis, disaster risk management, early warning systems, food security, and vulnerability assessment. Must possess strong skills in assessment design, data analysis, and reporting. Experience with statistical analysis and data tools (SPSS, R, Python, Excel, Power BI, Tableau, etc.) is essential. Proficiency in GIS and Remote Sensing applications (ArcGIS, QGIS, etc.) for spatial analysis and mapping is also required. Experience working with government, development partners, or humanitarian organizations in related fields, and facilitating training/capacity building is necessary.
