Job Purpose
The Civil Engineer will provide essential technical leadership and oversight for the planning, design, procurement, contract management, and handover of multi-purpose safe evacuation sites in Cambodia. This role is crucial for strengthening national disaster preparedness and response capacities, aligning with WFP's Country Strategic Plan and broader investments in disaster risk reduction. The engineer will ensure all infrastructure projects adhere to approved standards, contractual requirements, disaster-resilient design principles, and government regulations, working closely with national and local authorities, contractors, and consultants.
Responsibilities
The Civil Engineer role involves providing technical leadership and oversight for the planning, design, procurement, contract management, and handover of safe evacuation sites in Cambodia. This includes conducting detailed assessments, developing designs with technical specifications and Bills of Quantities, and supporting tender processes according to WFP standards. The engineer will perform day-to-day site supervision, ensuring contractor adherence to WFP specifications, international standards, and project contracts, with a focus on safety, quality, and environmental management. Responsibilities also include reviewing contractor designs and documentation, approving material test results, maintaining detailed site records, and participating in progress meetings. The role requires liaising with stakeholders, including government agencies and local authorities, and providing guidance to contractors and consultants. Ensuring compliance with health and safety regulations and supporting the final handover process, including user training, are key duties. The position requires a minimum of five years of experience in civil engineering, preferably in humanitarian or rural development contexts, with experience in contract management and working with diverse stakeholders. Experience in disaster-resilient infrastructure is highly desirable.
Work Experience
Requires a minimum of 5 years of progressive professional experience in civil engineering, with a preference for rural development or humanitarian contexts. Must have experience managing or overseeing engineering design and construction contracts, including reviewing designs, technical specifications, and contractor performance. Experience working with government agencies, local authorities, and multiple stakeholders, particularly in rural infrastructure development, is also preferred.
