Job Purpose

The Procurement Officer NOA is responsible for collecting, analyzing, and reporting on procurement data to enhance operational efficiency. This role involves supporting procurement programs by issuing tenders, evaluating offers, and negotiating contracts, ensuring the successful acquisition of food and non-food commodities or services. The officer will contribute to process improvements through data analysis and provide timely reports on procurement activities to inform decision-making and optimize performance. Additionally, the role supports auditing processes, collaborates with internal teams to align procurement with broader programs, and may assist in training staff on strategic procurement approaches. The position also requires adherence to emergency preparedness practices and may involve acting in emergency response capacities as needed.

Responsibilities

Key responsibilities include supporting procurement programs and operational activities, such as issuing tenders, evaluating offers, and negotiating contracts for food and non-food commodities or services. This position contributes to process improvement through data analysis and provides recommendations for optimization. The role also entails collating data for accurate and timely reports on procurement activities, ensuring consistency for informed decision-making by stakeholders. Additionally, it supports auditing processes by gathering necessary information to ensure compliance with rules and regulations. Collaboration with internal counterparts is crucial to align procurement activities with broader programs and meet food assistance needs. The role may also involve training WFP staff on strategic procurement approaches, designing training materials, and guiding junior staff. Emergency preparedness and response are also part of the duties, requiring the ability to deploy resources quickly to affected areas during crises. The position requires an advanced university degree in a relevant field or a first university degree with significant experience, fluency in English, and experience in handling procurement transactions, developing cost reports, and coordinating with other units.

Work Experience

The role requires experience in handling routine procurement transactions, including purchasing commodities, goods, or services. Candidates should also have experience developing timelines and cost reports for suppliers, and demonstrated experience coordinating procurement processes with other internal units or teams, such as logistics, ICT, or administration.
