Job Purpose
The Engineer will be responsible for the comprehensive management of engineering projects in Syria, contributing to WFP's mission of supporting communities recovering from conflict and climate change impacts. This role involves overseeing all aspects of project design, tender preparation, construction procurement, and site supervision to ensure the successful implementation of various infrastructure projects. The Engineer will conduct feasibility assessments, prepare technical reports, and liaise with authorities to secure necessary authorizations. They will also provide technical support to WFP programmes, monitor construction activities carried out by partners and contractors, and assist in contractual matters and financial obligations. This position is crucial for ensuring that WFP's operational infrastructure is sound and supports the delivery of vital humanitarian assistance and recovery efforts in Syria.
Responsibilities
The World Food Programme (WFP) is seeking an Engineer to manage engineering projects in Syria, focusing on design, tender preparation, and construction supervision. This role involves conducting field assessments, ensuring technical feasibility, and supporting project planning and execution. The Engineer will monitor procurement processes, facilitate construction activities carried out by partners and contractors, and provide technical support to WFP's programs. Key responsibilities include preparing and reviewing designs, drawings, and contract documentation, as well as maintaining project records and liaising with authorities for necessary authorizations. The position also requires assisting in contractual matters, preparing variation orders, and providing recommendations on payment certifications. The Engineer will report to the Head of the Area Office and work under the technical guidance of the Country Office's Head of Engineering Unit. This role is crucial in supporting WFP's efforts in emergency relief, resilience-building, and strengthening social safety nets in Syria, particularly for returning refugees and internally displaced persons. The Engineer will contribute to projects aligned with WFP's Interim Country Strategic Plan, focusing on food security, livelihoods, and food systems revival.
Work Experience
Requires an advanced university degree in Engineering or Architecture, or a first university degree with additional related experience. A minimum of 3 years of postgraduate professional experience in civil engineering or a related field is necessary with a Master's degree, or 5 years with a Bachelor's degree. Experience in the humanitarian sector and managing engineering construction projects is advantageous. Proficiency in AutoCAD 2D and the Office package, along with fluency in English and Arabic, is also required.
