Job Purpose
The Assistant Finance Officer (Roster) at the G5 level will provide essential financial, budgetary, and administrative support to ensure the transparent and efficient utilization of financial resources within WFP's operations in the Democratic Republic of Congo. This role involves assisting with financial procedures, providing technical support on finance and budget matters, and ensuring compliance with WFP's financial management policies and regulations. The incumbent will monitor expenditure forecasts, report on spending, and manage accounts to ensure fund availability and appropriate disbursement. Key responsibilities include verifying supplier claims, processing payments accurately and timely, and assisting in the preparation of financial and statistical reports. The role also entails administrative tasks related to asset tracking and maintaining financial records, ensuring all documentation is managed and filed according to WFP standards.
Responsibilities
The primary responsibilities involve providing technical and procedural assistance to staff in finance and budget matters, ensuring adherence to WFP's financial management policies and regulations. This includes monthly expenditure forecasting and reporting to support informed decision-making. The role requires diligent monitoring of imprest accounts and subsidiary ledgers to confirm fund availability and proper disbursement. A key function is verifying supplier claims, advances, and other receivables, processing payments in accordance with procurement procedures and financial rules to ensure timely settlement. Additionally, the position entails gathering and compiling financial, budgetary, accounting, and statistical data from various sources. It also involves retrieving, formatting, and verifying information from financial systems, identifying and reporting discrepancies to supervisors, and following up on corrective actions. Administrative tasks include maintaining records of fixed assets, fuel, and spare parts expenses for vehicles and generators, ensuring database accuracy. Finally, the role involves updating the web registry for invoices and payments, and archiving documents to maintain compliance with WFP standards.
Work Experience
A minimum of five years of professional experience is required, with increasing levels of responsibility in the relevant field. Proficiency in standard office software like MS Word and Excel is necessary. The role also requires the ability to identify data anomalies, correct issues, and provide basic on-the-job training to less experienced staff. Fluency in French (written and spoken) is essential, with intermediate English knowledge being a plus.
