In Yemen, WFP operations are centralized in Aden, supporting vulnerable populations affected by conflict, disasters, and economic crises. Job Purpose
The Finance Officer - Payroll and Staff Payment will be responsible for the accurate and timely management of all payroll-related financial transactions and staff payments within the WFP Yemen Country Office. This includes coordinating and processing salaries, entitlements, and other staff-related payments, ensuring compliance with WFP financial policies and accounting standards. The role involves managing payables and receivables, reconciling accounts, and supporting financial closure processes. Additionally, the officer will contribute to financial risk mitigation, process improvements, and provide financial insights to support decision-making. This position is critical for maintaining the financial well-being of staff and ensuring the smooth operation of WFP's humanitarian assistance in Yemen.
Responsibilities
The Finance Officer- Payroll and Staff Payment role at the World Food Programme (WFP) in Aden, Yemen, involves coordinating and providing essential finance, budget, and administration support. A key responsibility is managing payroll and all related staff payments, including salaries, entitlements, and travel compensation. This includes handling sensitive transactions such as payments for families of detained staff. The officer must ensure the accuracy, timeliness, and compliance of all staff-related financial transactions, including the proper recording and clearing of payables and receivables with relevant stakeholders like UNDP. They will also oversee financial authority delegations, support financial closure processes, and conduct necessary reconciliations and write-off transactions. Reporting on key financial data, project outcomes, and cost-to-serve beneficiaries is crucial, adhering to corporate governance and accounting standards. The role requires tracking and collating data to enhance policies, systems, and procedures, thereby minimizing financial risks and improving operational efficiency. Contributing to financial controls, supporting risk assessments, and providing monthly data analysis are also expected. Furthermore, the Finance Officer will guide junior staff, represent the unit in meetings, and fill capacity gaps within the finance function. The ultimate goal is to ensure accurate and timely delivery of all financial tasks, maintain well-documented records, and contribute to process improvements.
Work Experience
Requires a total of 5 years of relevant experience, including at least 1 year of professional experience. Prior experience within the UN system, particularly in finance, project management, and in humanitarian or development contexts, is preferred.
