Job Purpose
The Disaster Risk Financing Specialist will provide crucial technical assistance to the Royal Government of Cambodia (RGC) to support the implementation of the national Disaster Risk Financing Strategy. This role involves strengthening the capacity of government institutions in climate and disaster risk financing and insurance (CDRFI) through targeted training and knowledge transfer. The specialist will design and deliver tailored capacity-building programs for key partners, including the Insurance Regulator of Cambodia, focusing on innovative CDRFI models and foundational concepts. Additionally, the role includes developing an investment case study on how disaster risk insurance can mitigate the government's fiscal burden during climate shocks, particularly for shock-responsive social protection (SRSP) responses. This position is vital for enhancing Cambodia's preparedness and response mechanisms to increasing climate and disaster risks, safeguarding well-being and fiscal stability.
Responsibilities
The Disaster Risk Financing Specialist will provide crucial technical assistance to the Royal Government of Cambodia (RGC) to implement the national Disaster Risk Financing Strategy (DRF-S). This role involves supporting technical working groups and engaging stakeholders to promote risk-informed decision-making and the sustainability of disaster risk management systems. A key responsibility is strengthening the capacity of government institutions in Climate and Disaster Risk Financing and Insurance (CDRFI) through targeted training and knowledge transfer. The specialist will also develop evidence-based pieces to highlight the benefits of CDRFI for Shock-Responsive Social Protection (SRSP). This includes designing and delivering tailored training series for government officials, focusing on innovative CDRFI models and best practices, particularly for the Insurance Regulator of Cambodia. Additionally, the specialist will conduct an investment case study on how disaster risk insurance can reduce the government's fiscal burden during climate shocks, including for SRSP responses. This involves desk reviews, key informant interviews, data analysis, and presenting findings to stakeholders. The role requires strong analytical and project management skills, expertise in stakeholder engagement, and a deep understanding of capacity strengthening approaches within the context of disaster risk management and social protection.
Work Experience
Requires at least 7 years of experience in climate and disaster risk financing, insurance, digital financial inclusion, or social protection. Must have proven experience in designing and facilitating workshops and training sessions focused on financial instruments and insurance. Familiarity with Climate and Disaster Risk Financing and Insurance (CDRFI) tools and mechanisms, such as SEADRIF, is also necessary.
