Job Purpose

The Procurement Officer will be responsible for collecting, analyzing, and reporting on procurement data to enhance operational efficiency. This role involves supporting procurement programs by managing tenders, evaluating offers, and negotiating contracts, ensuring the successful acquisition of food and non-food commodities or services. The officer will contribute to process improvements through data analysis and prepare accurate reports for stakeholders, enabling informed decision-making and performance optimization. Additionally, the position supports auditing processes, collaborates with internal teams to align procurement with broader programs, and may assist in training staff on strategic procurement approaches. The role also includes guiding junior staff and preparing for emergency responses, ensuring WFP can quickly deploy resources when needed.

Responsibilities

The role involves collecting, analyzing, and reporting on information to enhance the efficiency of procurement operations. Key responsibilities include supporting procurement programs and operational activities, such as issuing tenders, evaluating offers, and negotiating contracts for food and non-food commodities or services. This position contributes to the analysis of data to identify areas for process improvement and assists in preparing accurate, timely reports on procurement activities to support informed decision-making across the organization. The role also supports auditing procurement activities by gathering necessary information to ensure compliance with rules and collaborates with internal counterparts to align procurement with broader programs. Additionally, it involves supporting the training of WFP staff on strategic procurement approaches, potentially designing training materials, and guiding junior staff. The position requires adherence to emergency preparedness practices and may involve acting in emergency response capacities as needed. Qualifications include an advanced university degree in a relevant field or a first university degree with additional experience, fluency in French and English, and experience in handling procurement transactions, developing cost reports, and coordinating procurement processes with other units.

Work Experience

The role requires experience in handling routine procurement transactions, including purchasing commodities, goods, and services. Candidates should have experience developing timelines and cost reports for suppliers. Additionally, demonstrated experience coordinating procurement processes with other internal units or teams, such as logistics, ICT, or administration, is desired. Fluency in both French and English is also a requirement.
