Organizational Context

The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives and building a pathway to peace and prosperity. This role is based within the Programme Unit of the WFP Country Office in the Republic of Congo, Brazzaville, reporting to the Head of Programme. The position is crucial for coordinating emergency preparedness, shock-responsive food assistance, and social protection interventions.

Job Purpose

The Programme Policy Officer (Activity 1 Manager) will be responsible for managing and coordinating Activity 1 to ensure timely, adequate, and accountable food and nutrition assistance for crisis-affected and food-insecure populations. This includes strengthening national systems for emergency preparedness, shock response, and social protection, aligning with WFP policies and the Country Strategic Plan. The role involves coordinating planning, implementation, monitoring, and review of Activity 1, ensuring its alignment with strategic objectives and approved budgets. Key responsibilities include leading emergency preparedness and response efforts, liaising with regional and HQ teams, supporting early warning systems and anticipatory action, and developing program strategies and operational plans. The officer will analyze food security information, coordinate joint work plans with government ministries, design and monitor shock-responsive programs, and support the development of adaptive social protection systems. This position requires strong coordination skills, collaboration with government and UN partners, and the ability to translate analysis into actionable recommendations and funding proposals.

Responsibilities

The role of Programme Policy Officer (Activity 1 Manager) involves coordinating emergency preparedness, shock-responsive food assistance, and social protection interventions within the Republic of Congo. This position is crucial for ensuring timely and appropriate food and nutrition assistance to crisis-affected populations while strengthening national systems for preparedness and shock response. Key responsibilities include planning, implementing, monitoring, and reviewing Activity 1, ensuring alignment with the country's strategic plan and WFP policies. The officer will liaise with regional and headquarters teams on emergency analysis, preparedness measures, and risk management. A significant part of the role involves supporting the development and operationalization of adaptive social protection systems, including unique social registries and cash-based transfer programs, in collaboration with government ministries. This includes ensuring interoperability with WFP systems like SCOPE for efficient beneficiary identification and assistance. The position also requires strong analytical skills to translate data into actionable recommendations, preparing project proposals, and maintaining robust monitoring and reporting mechanisms. Building effective working relationships with government institutions, UN agencies, donors, and civil society is essential. Furthermore, the role entails capacity building for national partners in adaptive social protection, cash-based programming, and disaster risk management, while ensuring the integration of cross-cutting issues such as gender equality, age, disability, nutrition, and protection throughout the program cycle.

Work Experience

The role requires proven experience in emergency preparedness and response, early warning systems, shock-responsive programming, or social protection. Candidates should possess strong coordination skills and experience collaborating with government counterparts, UN entities, and technical working groups. The ability to translate analysis into concise operational recommendations, quality reports, concept notes, and funding proposals is essential. Experience in cash-based transfers and beneficiary/transfer management digital tools is beneficial, as is the capacity to mentor staff, manage competing priorities, and undertake field travel.
