Job Purpose

The Programme Policy Officer (Cash-based Transfer-CBT) will lead and support all stages of the Programme cycle for CBT operations in Bangladesh. This includes coordinating and overseeing the CBT team, advancing WFP's CBT approach with innovative methods, and ensuring comprehensive and user-oriented Standard Operating Procedures (SOPs). The role involves developing staff and partner capacities through training, creating an FSP plan for provider diversification, and ensuring adherence to CBT business processes for efficient monthly planning and payment actions. Additionally, the officer will coordinate the Cash Working Group (CWG) and participate in inter-agency coordination. For developing IDM and G2P strategies, responsibilities include coordinating operational and policy decisions, developing guidance on identity management and data protection, reviewing existing systems, and facilitating a High-level MoU with the Ministry of Finance for G2P payments.

Responsibilities

The primary responsibilities involve leading and supporting Cash-Based Transfer (CBT) operations throughout the program cycle. This includes coordinating and overseeing the CBT team, enhancing WFP's CBT approaches in Bangladesh with innovative methods like cash vouchers for hot meals, and ensuring the comprehensiveness and user-friendliness of CBT Standard Operating Procedures (SOPs). A key aspect is building the capacity of staff and partners through training and developing learning materials. The role also entails creating a Financial Service Provider (FSP) plan for diversified providers and exploring multi-channel payment platforms to align with national systems. Ensuring adherence to CBT business processes for monthly planning and payments, and coordinating Cash Working Group (CWG) meetings are also crucial. Furthermore, the position requires participation in inter-agency coordination mechanisms. For developing Identity Management (IDM) and Government-to-People (G2P) strategies, responsibilities include coordinating operational and policy decisions for IDM, data transfers, and data minimization, developing guidance on IDM processes, and reviewing existing systems. A significant duty is coordinating the establishment of a High-level Memorandum of Understanding (MoU) with the Ministry of Finance to enable access to the Single Registry and utilize the Treasury Single Account (TSA) for electronic fund transfers. This involves developing process flows, decision memos, risk mitigation strategies, and specific MoUs to operationalize the agreement and strengthen the G2P payment mechanism.

Work Experience

Requires an Advanced University Degree (Master's or equivalent) in fields like International Affairs, Economics, Public Health, Agriculture, Environmental Science, or Social Sciences relevant to humanitarian/development assistance. A minimum of 5 years' experience in the humanitarian sector is needed, with at least 4 years focused on designing, implementing, and evaluating cash-based assistance programs. Experience in planning and implementing humanitarian/development programs in developing countries is also required.
