Job Purpose
The Budget and Programming Officer will be responsible for delivering budget and resource analysis and programming activities, often with a lower level of complexity, or providing support to Global HQ. This role partners with and supports managers in applying best practices for the efficient, effective, and compliant utilization of funds. Key responsibilities include contributing to budget implementation, reviewing budgets for accuracy and completeness, managing budget releases in corporate systems, and supporting funding proposals through donor trend analysis. The officer will also analyze pipeline requirements, coordinate information for pipeline working groups, and advise spending units on fund utilization and donor conditions. Additionally, the role involves monitoring fund sub-allotments, contributing to resource management committee reviews, and preparing donor reports. The position may also involve managing commodity supply lines, supervising junior staff, and contributing to system improvements for budget and resource management.
Responsibilities
The Budget and Programming Officer plays a crucial role in supporting WFP's operations by ensuring the efficient and compliant management of resources. This involves contributing to the development and implementation of budget and programming plans, coordinating activities in line with WFP strategies, and reviewing budgets for accuracy, cost-effectiveness, and completeness. The officer is responsible for managing budget releases within corporate systems, ensuring all supporting documentation is in place. They also support funding proposals by analyzing donor trends and operational shortfalls, and by recommending fund prioritization. A key responsibility is pipeline management, which includes analyzing commodity requirements, reviewing monthly pipelines, and participating in cross-functional meetings to address resource availability and potential shortfalls. The role also involves advising spending units on fund utilization, monitoring sub-allotments, and contributing to reporting for various agreements. Furthermore, the officer may manage commodity facility supply lines, supervise and mentor a team, and contribute to the improvement of systems and processes for budget and resource management. They represent the unit in internal meetings and follow emergency preparedness practices, while also performing other relevant duties as required.
Work Experience
Requires at least 7 years of post-graduate experience, with a minimum of 3 years in professional roles. This experience should be specifically related to Budget and Programming, humanitarian/development programme management, and capacity building.
