Job Purpose

The International Consultant - VAM Officer (Early Warning and GIS Officer) will provide critical technical leadership for WFP Afghanistan's Early Warning (EW) and Geographic Information Systems (GIS) functions. This role is essential for strengthening the country office's capacity to monitor risks, assess impacts, and deliver timely geospatial intelligence to support operational response, emergency preparedness, and evidence-based decision-making. The incumbent will be responsible for managing and analyzing geospatial data, developing analytical products and models, and implementing automated solutions to enhance the AF-PULSE platform. This includes improving data integration, visualization, and building automated workflows for data processing and analysis, ultimately enabling data-driven decision-making across WFP operations in Afghanistan.

Responsibilities

The World Food Programme (WFP) is seeking an Early Warning and GIS Officer to enhance its geospatial and analytical capabilities in Afghanistan. This role is crucial for strengthening early warning systems, emergency preparedness, operational planning, and evidence-based decision-making in a country facing complex humanitarian challenges. The officer will provide technical leadership in managing and analyzing geospatial data, developing analytical products and models, and implementing automated solutions to support WFP's operations. Key responsibilities include leading the production of geospatial analyses and risk mapping, developing predictive analytics and monitoring tools, integrating diverse datasets, and supporting critical assessments. A significant part of the role involves maintaining and enhancing the AF-PULSE platform by developing new features, improving data integration and visualization, and building automated workflows. The officer will also manage geospatial databases, design coding solutions for efficiency, and build national staff capacity through mentoring and knowledge sharing. Collaboration with internal teams and external partners is essential to ensure the geospatial and analytical outputs effectively meet operational needs and contribute to saving lives and changing lives in Afghanistan.

Work Experience

A Master's degree in GIS, computer science, or a related field is required. Alternatively, a Bachelor's degree with 3 years of demonstrated expertise in the field is acceptable. Desired experience includes at least 2 years in GIS, geospatial analysis, or Early Warning systems, preferably in humanitarian contexts. Experience with web-based geospatial platforms, ArcGIS, QGIS, and programming languages like Python for automation is also preferred.
