Organizational Context
The World Food Programme (WFP) in Armenia is transitioning its interventions and knowledge to the government, focusing on institutionalizing key capacities by 2030. To support these strategic objectives, WFP Armenia is seeking a dedicated Procurement Officer to enhance its operational efficiency and program delivery.
Job Purpose
The Procurement Officer will play a crucial role in supporting WFP Armenia's programs and operational activities by managing end-to-end procurement processes. This includes issuing tenders, evaluating offers, and negotiating/awarding contracts for food and non-food commodities and services, ensuring compliance with standard processes. The role involves analyzing procurement data to identify areas for improvement, contributing to accurate reporting for informed decision-making, and supporting audits to ensure adherence to compliance rules. The Procurement Officer will collaborate with internal teams to align procurement with broader program goals, assist in training WFP staff on strategic procurement, and supervise junior staff. A key responsibility is maintaining emergency preparedness to ensure rapid deployment of resources during crises and acting as a logistic focal point. The ultimate aim is to optimize procurement performance, ensure institutional compliance, and build organizational capacity for effective humanitarian assistance.
Responsibilities
The Procurement Officer plays a crucial role in supporting the World Food Programme's (WFP) operational activities and procurement programs. Key responsibilities include managing the end-to-end procurement process, from issuing tenders and evaluating offers to negotiating and awarding contracts for both food and non-food commodities or services. This involves adhering to standard processes to ensure successful acquisition of necessary goods and services. The role also requires contributing to performance optimization by analyzing procurement data, identifying areas for process improvement, and generating accurate, timely reports for informed decision-making by stakeholders. Ensuring compliance with regulations is vital, necessitating support for audits by collating relevant information and responding appropriately. Collaboration with internal teams is essential to align procurement activities with broader WFP programs and meet food assistance needs effectively. Furthermore, the Procurement Officer is involved in capacity building by supporting training for WFP staff on strategic procurement and may supervise junior staff. Emergency preparedness is a critical aspect, requiring adherence to standard practices to ensure rapid deployment of resources during crises and acting in assigned emergency response capacities as needed. The role may also involve serving as a logistics focal point.
Work Experience
Requires at least one year of postgraduate professional experience. Experience with routine transactions, commodity/goods/services procurement, developing timelines and cost reports for suppliers, and coordinating procurement processes with other teams is preferred. Familiarity with UN system policies is desirable.
