The upcoming Country Strategic Plan (2026-2030) emphasizes institutionalizing key models and tools, with a significant focus on enhancing government preparedness and response to emergencies.

Job Purpose

The Programme Policy Officer (Capacity Transfer and Emergency Preparedness & Response) will play a crucial role in supporting WFP Armenia's strategic objectives by enhancing the capacity of national and local authorities to prepare for, respond to, and recover from disasters. This involves facilitating the transition of emergency management from agency-led operations to sustainable, locally owned systems. The role will focus on operationalizing capacity gap assessments, identifying and implementing actions to strengthen government preparedness and response frameworks, and ensuring WFP's support is strategic and aligned with national priorities. Key responsibilities include supporting policy development, designing and implementing institutional frameworks, managing the transfer of WFP systems and best practices, and fostering collaboration with various stakeholders to achieve effective emergency preparedness and response.

Responsibilities

The Programme Policy Officer (Capacity Transfer and Emergency Preparedness and Response) plays a crucial role in strengthening national capacities for disaster management. This involves supporting government institutions in developing and implementing policies and reforms aligned with national priorities and WFP's strategic objectives. A key responsibility is designing and operationalizing frameworks, roadmaps, and digital solutions to enhance government planning, decision-making, coordination, and service delivery. The officer will manage the transfer of WFP's systems, tools, and best practices in emergency preparedness and response. This includes contributing to evidence-based programming by translating insights and lessons learned into actionable recommendations for institutional development. Furthermore, the role entails designing and delivering capacity-strengthening activities through technical assistance, training, coaching, and knowledge-sharing initiatives. Facilitating collaboration with various stakeholders, including government, UN agencies, and development partners, is essential. The officer will also represent WFP in technical forums and coordinate internal platforms to ensure effective emergency preparedness and response planning. Finally, contributing to reporting, knowledge management, and communication products is vital for accountability and institutional learning.

Work Experience

Requires at least 7 years of postgraduate professional experience in designing, implementing, and coordinating programs and projects focused on government capacity strengthening, institutional development, and systems reform. Demonstrated ability to build partnerships and work effectively with diverse teams is essential. Familiarity with the UN humanitarian system is required, with experience in emergency preparedness and response being desirable. Strong analytical, planning, communication, and stakeholder engagement skills are also necessary, along with knowledge of government structures and humanitarian coordination mechanisms.
