Job Purpose

The Risk Officer will play a crucial role in strengthening risk management activities within the WFP Country Office in Yangon. This position is responsible for supporting the integration of risk management into planning and decision-making processes, ensuring compliance with WFP policies and procedures, and maintaining the risk register. The role involves assisting in risk assessments, developing mitigation strategies, and contributing to fraud prevention efforts. The Risk Officer will also support audit processes, provide risk analysis for proposals, and contribute to Business Continuity Management. This position is key to enhancing the office's resilience and accountability by proactively identifying, evaluating, and managing risks across all operations.

Responsibilities

The Risk Officer's primary responsibility is to bolster risk management within the Country Office, ensuring adherence to policies and procedures. This involves integrating risk management into strategic planning and decision-making, and maintaining updated risk registers with progress on mitigation actions. The role supports data collection on risk performance and explores new implementation approaches. Key duties include conducting spot checks on cooperating partners, assisting managers with risk assessments to identify and evaluate risks against WFP standards, and utilizing risk management tools to analyze risk exposures and mitigation strategies. The officer will also contribute risk analysis for donor proposals and resource mobilization efforts. They will participate in developing Standard Operating Procedures (SOPs) for risk management and accountability, and support management accountability by reporting on internal control compliance, oversight themes, and areas outside risk appetite. Additionally, the role involves supporting the annual Executive Director’s Assurance exercise, leading the establishment and review of the Risk Register, and assisting with audit preparations and follow-ups. A significant aspect is promoting the Anti-Fraud and Anti-Corruption (AFAC) Policy, including fact-finding reviews and fraud risk assessments. Other duties may encompass Business Continuity Management (BCM) and Organizational Conflicts of Interest (OCI) matters.

Work Experience

The role requires at least one year of progressively responsible experience in planning activities or related fields. Desired experience includes familiarity with WFP's planning processes, incident management, monitoring, reporting, and contributing to risk management activities such as risk analysis and mitigation strategy development. Experience in programme/project management and effective communication skills are also beneficial.
