Job Purpose

The CPMT Lead Consultant (CST1) in Kampala will provide essential technical leadership and oversight for downstream partnership processes, ensuring compliance with WFP corporate policies and country-specific Standard Operating Procedures (SOPs). This role is crucial for enhancing fiduciary assurance, transparency, and accountability in partner engagement, particularly by ensuring effective segregation of duties and proactive risk mitigation. The position will also drive the implementation of Uganda's localisation policy, promoting equitable partnerships with national NGOs, community-based organizations, and local private sector actors. Key responsibilities include supervising the Cooperating Partner Management Team (CPMT), providing quality assurance for partner selection and Field Level Agreements (FLAs), and acting as a focal point for audits and assurance activities related to cooperating partnerships.

Responsibilities

The role involves comprehensive partnership governance, including supervising and guiding the Cooperating Partner Management Team (CPMT), ensuring clear roles and responsibilities, and monitoring segregation of duties. It requires providing technical oversight for all downstream partnership processes, ensuring alignment with WFP corporate frameworks and Country Office Standard Operating Procedures (SOPs). This includes overseeing the development and updating of partnership SOPs, guidance notes, and tools, as well as training staff on partnership governance, Field Level Agreements (FLAs), and budget oversight. A key responsibility is overseeing partner capacity assessments, performance reviews, and due diligence processes to ensure objectivity and consistency. The position also drives the implementation of the WFP Uganda Localisation Strategy, promoting equitable partnerships with national NGOs, community-based organizations, refugee-led organizations, government institutions, and local private sector actors. It involves monitoring progress against localisation targets, providing technical advice, and liaising with HQ and the Regional Bureau. Furthermore, the role ensures quality assurance for partner selection, reviews project proposals and budgets for technical and fiduciary soundness, and scrutinizes FLAs and amendments for compliance. It acts as a focal point for audits and reviews related to cooperating partnerships, supports the implementation of audit recommendations, advises on risk mitigation for complex partners, and promotes consistent application of partnership standards across all operational areas.

Work Experience

Requires 6-8 years of relevant professional experience in programme operations, partnership management, compliance, or risk management. Must have demonstrated experience reviewing partner proposals, budgets, and contractual arrangements.
