Organizational Context

The World Food Programme (WFP) is the world's largest humanitarian organization, dedicated to saving lives in emergencies and building pathways to peace and prosperity. This role is based in the WFP Sub-Office in Brazzaville, Republic of Congo, supporting various interventions including refugee assistance, resilience programs, nutrition, school feeding, and emergency response. The position operates under the direct supervision of the Head of Sub-Office.

Job Purpose

The Monitoring Assistant will provide essential technical and operational support to ensure the quality and compliance of activities implemented by the WFP Sub-Office in Brazzaville. This role is crucial for guaranteeing that all operations adhere to WFP standards and procedures. The incumbent will be responsible for collecting, verifying, analyzing, and reporting on field-level data, working closely with various WFP units, implementing partners, and stakeholders. This ensures the accuracy and relevance of gathered information, supports informed decision-making, and contributes to the effective management of operations. The position plays a key part in monitoring program implementation, identifying operational challenges and risks, and contributing to the continuous improvement of WFP's interventions within the Sub-Office's coverage area.

Responsibilities

The Field Monitoring Assistant, based in Brazzaville, Republic of Congo, plays a crucial role in supporting the World Food Programme's (WFP) operations. Reporting to the Head of Sub-Office, this position involves ensuring the quality and compliance of WFP interventions through regular field monitoring. Key responsibilities include overseeing the implementation of activities according to WFP standards, verifying food, non-food, and cash-based transfer distributions, and identifying any discrepancies for prompt corrective action. The assistant will conduct regular field missions to assess implementation quality, identify best practices, operational constraints, and risks, reporting findings and recommendations to improve interventions. Data management is also central, requiring the collection, verification, consolidation, and analysis of activity data to support performance monitoring and decision-making. This includes maintaining databases and contributing to WFP's information systems. Furthermore, the role involves ensuring accountability to affected populations by monitoring feedback mechanisms and handling complaints, adhering to protection principles and preventing sexual exploitation and abuse. Collaboration with cooperating partners and stakeholders is essential for facilitating implementation and gathering information. The assistant will also provide technical support to partners, enhance their reporting capabilities, and contribute to community sensitization and the preparation of technical reports. This position requires a proactive approach to continuous improvement of WFP's interventions within the Sub-Office's coverage area.

Work Experience

Requires at least three years of relevant professional experience in humanitarian or development program monitoring and evaluation, data collection and analysis, information management, or project implementation. Experience in monitoring food security, nutrition, resilience, cash-based transfers, refugee assistance, or emergency interventions is advantageous. Collaboration with governmental institutions, NGOs, or implementing partners is desirable.
