Job Purpose

The Project Coordinator will provide strategic oversight and leadership for the UN Macro Grant in Sri Lanka, ensuring programmatic integration and donor accountability across various sectors including Food Assistance, Anticipatory Action, Shelter/NFIs, and Humanitarian Data Assessment. This role involves technical leadership for cash-based transfers and anticipatory action, focusing on effective implementation of thresholds, triggers, and delivery mechanisms like SCOPE and bank transfers, ensuring alignment with government systems. The coordinator will lead implementation, prepare donor reports, manage programme integration, oversee monitoring and evaluation, identify risks, build capacity of partners, and represent WFP in coordination forums. The position also requires developing sustainability and exit strategies for the grant, ensuring long-term impact and smooth transition of activities.

Responsibilities

The role involves comprehensive project management, focusing on the design and implementation of cash-based transfers, including conditional cash transfers (FFA) and anticipatory action (AA). This includes managing pre-financing, thresholds, and triggers for AA, and overseeing delivery mechanisms like SCOPE and bank transfers. A key responsibility is acting as a central point of coordination with government agencies, UN partners, NGOs, and technical working groups. The position requires overseeing monitoring and evaluation systems, ensuring adherence to Results-Based Management (RBM) standards, and tracking indicators. Risk management is crucial, involving the identification of bottlenecks, proposal of contingency measures, and ensuring fiduciary safeguards. Capacity strengthening of government and partner institutions in disaster preparedness and anticipatory action is also a significant duty. The role includes supervising technical leads and support staff, representing the organization in donor and partner forums, and producing regular operational updates and progress reports. Finally, defining and implementing sustainability and exit strategies, including asset transfer and embedding AA protocols, is essential for long-term impact.

Work Experience

Requires a minimum of 7 years of progressive experience in project management and coordination. At least 3 of these years must be specifically in cash-based transfers or anticipatory action programming.
