Job Purpose

The Training and Development Coordinator will be instrumental in enhancing telecommunications resilience across Pacific Island countries. This role involves leading the implementation and delivery of the Pacific Emergency Telecommunications Cluster (ETC) training program, designed to meet identified needs and regional priorities. The coordinator will design, facilitate, and deliver various training activities, including workshops and simulations, acting as a trainer and subject matter expert. They will also coordinate with experts, promote regional collaboration through the Pacific Waves Training Alliance, and maintain and expand online learning resources. A key responsibility is to facilitate knowledge sharing, work with national governments to establish ownership models for capacity development, and implement Train-the-Trainer programs. The role requires evaluating training effectiveness using models like Kirkpatrick, monitoring competency development, and reporting on achievements to ensure continuous improvement and sustainability of emergency telecommunications capabilities in the region.

Responsibilities

This role involves leading the implementation of a comprehensive training program, designed based on identified needs and regional priorities. The coordinator will be responsible for designing, delivering, and facilitating a variety of training activities, including workshops, virtual events, and practical exercises. They will also act as a facilitator and subject matter expert for government-led initiatives, supporting capacity development and knowledge sharing. Key responsibilities include coordinating with subject matter experts, promoting regional collaboration through the Pacific Waves Training Alliance, and maintaining and expanding the Pacific ETC training and knowledge hub. The coordinator will facilitate knowledge-sharing forums and work with national governments to establish country-specific ownership models for capacity development. Designing and implementing Train-the-Trainer programs to transfer skills to national stakeholders is crucial. Furthermore, the role requires applying evaluation methodologies to assess training effectiveness, monitoring competency development, and producing regular reports on achievements and lessons learned. Identifying partnership opportunities to ensure the sustainability of these initiatives is also a core duty.

Work Experience

Candidates need a minimum of five years of progressively responsible professional experience in humanitarian preparedness, emergency management, capacity strengthening, learning and development, or related fields. Fluency (level C) in both oral and written English is also required.
