Organizational Context

The World Food Programme (WFP) is the world's largest humanitarian organization, saving lives in emergencies and building pathways to peace and prosperity. This role is within the Programme unit, reporting to the Head of Sub-Office and technically to the RAM unit. The incumbent will implement diverse monitoring procedures and activities, interpreting standard guidelines and recommending actions.

Job Purpose

The Monitoring Assistant will coordinate and oversee monitoring activities within their designated intervention zone, ensuring effective support through timely reporting. Responsibilities include planning field missions, covering all activity sites, and systematically sharing visit reports, incidents, and recommendations with the RAM unit. The role involves data entry into the RAM platform, active participation in CFM, and proposing improvements for partner activities based on field observations. The assistant will guide beneficiaries in enhancing production and market access, track school feeding and resilience program participants, and facilitate youth and women's engagement in value chains. Producing monthly progress reports, analyzing partner proposals and reports, and supporting partner reporting are key functions. The role also includes monitoring payments, advising partners on beneficiary protection, overseeing distributions, ensuring assistance quality, and collecting data for decision-making and project design.

Responsibilities

The Monitoring Assistant is responsible for planning and executing field missions to cover all activity sites within the sub-office's intervention zone, in coordination with the sub-office chief and the RAM unit. They must systematically share site visit reports, urgent incidents, and recommendations with the RAM unit, and input field reports into the dedicated RAM platform. The role involves actively participating in the RAM's CFM mechanism and proposing strategies to improve partner activities based on field monitoring. Key responsibilities include mentoring beneficiaries to enhance their production and market access, identifying and selecting schools, organizations, youth, and women for school feeding and resilience programs, and facilitating the choice of viable sectors for young people and women. The assistant will support women's associations in horticulture, improve production, and facilitate market access, while also guiding beneficiaries in value chain activities. They are required to produce monthly activity progress reports, analyze partner technical and financial proposals and reports, and support reporting on school feeding, nutrition, and resilience activities. Additionally, the role involves monitoring partner payments, advising partners on beneficiary protection and dignity, overseeing community work, participant targeting, and food/cash distributions, ensuring assistance quality and quantity meet WFP standards. Data collection, analysis, and reporting on project implementation and indicators are crucial for decision-making. The assistant will also ensure timely submission and accurate recording of partner reports, input distribution reports into COMET, and provide operational feedback on project successes and constraints to guide strategic decisions. Collaboration with partners on community sensitization regarding protection, gender, and women's access to WFP activities is expected. The role includes identifying and sharing key observations and actions taken with the sub-office chief, participating in local coordination mechanisms, supporting reviews and evaluations, and facilitating baseline and post-distribution monitoring surveys. Other related tasks as needed are also part of the responsibilities.

Work Experience

Requires a completed secondary education with a post-secondary certificate/diploma in economics, agronomy, social sciences, statistics, nutrition, or related fields. Minimum of five years of experience in school feeding, nutrition, and resilience activities. Ideally, experience in agronomy/rural engineering, nutrition, program results collection, quantitative/qualitative analysis, and reporting. Experience in rural development implementation and monitoring is also preferred. Proficiency in French (spoken and written) is mandatory; English and local languages are assets. Strong computer skills (Word, Excel, PowerPoint, Internet) are essential. Must be able to work independently and in a team, communicate complex issues effectively, and interpret program-related matters.
