Responsibilities
The incumbent, based in the WFP Pacific Multi-Country Office in Suva, Fiji, is responsible for supporting the strategic planning and implementation of regional Emergency Telecommunications Cluster (ETC) preparedness, response, and recovery initiatives across the Pacific. This involves contributing to multi-country program design and delivery, and managing assigned projects, portfolios, or country engagements, ensuring effective planning, stakeholder engagement, and output delivery, while coordinating with WFP management. A key duty is providing senior technical support and advice on emergency telecommunications solutions, such as satellite communications, radio networks, and connectivity services, to partners and government stakeholders. The role also includes contributing to ICT capacity assessments and technical missions, developing recommendations to enhance national infrastructure and preparedness. The incumbent will support capacity development initiatives, including trainings and workshops, to foster sustainable ETC capabilities in Pacific Island Countries. Furthermore, responsibilities extend to resource mobilization, program development, and supporting emergency response operations by providing coordination and technical assistance. The position requires systematic data capture and analysis for monitoring and evaluation, and acting as a focal point for Early Warning Systems (EWS), coordinating with stakeholders and representing WFP at various fora to strengthen multi-hazard early warning capacities. Effective coordination and partnership engagement with diverse entities, including governments and UN agencies, are crucial to ensure alignment and interoperability of ETC interventions across the Pacific.
Work Experience
Requires 5-10 years of postgraduate professional experience in a relevant field. This includes a background in IT Emergency Preparedness and Response, Emergency Telecommunications, and humanitarian/development work. Strong analytical, writing, and communication skills are essential, along with proficiency in MS Office and knowledge of UN system policies.
