Job Purpose
The Senior Programme Assistant will facilitate the overall management of services related to the implementation of WFP programs and projects in Colombia. This role ensures the inclusion of gender and protection approaches, working with a focus on organized and precise support for unit activities. Key responsibilities include timely reconciliation and analysis of information for decision-making, guiding field offices, cooperating partners, and the central office on work-related practices. The position involves managing partner agreements, coordinating committees, ensuring compliance with corporate standards, and supporting competitive selection processes for partners. Additionally, the role requires managing internal systems and corporate tools for operational and programmatic implementation, monitoring, control, and reporting, ensuring data quality and timely access to information.
Responsibilities
The Senior Program Assistant, under the supervision of the Partner Management Officer, is responsible for facilitating the overall management of services related to the implementation of WFP programs and projects in Colombia, ensuring gender and protection approaches are integrated. Key responsibilities include ensuring compliance with administrative processes such as preparing minutes, coordinating training, and timely processing of Service Entry Sheets for payments to Cooperating Partners. The role involves leading and coordinating the Cooperating Partner Committee (CPC) for emergency response, overseeing the review and approval of documentation, and ensuring all agreements align with corporate standards. The assistant will manage the selection processes for Cooperating Partners, whether competitive or direct, providing guidance to various stakeholders and ensuring adherence to Standard Operating Procedures. This includes comprehensive management of competitive processes through the UNPP portal, from publishing Terms of Reference to coordinating Technical Review Panel sessions and providing recommendations. Furthermore, the position entails offering technical support to partners and field offices on corporate guidelines, contributing to internal manual reviews, and managing internal systems for program implementation, monitoring, and reporting to ensure data quality and informed decision-making. The assistant also performs comprehensive reviews of SOAs and PODAs in the WINGS system and other assigned tasks.
Work Experience
The role requires a minimum of five years of progressive administrative experience, with at least three years specifically in project implementation follow-up. Proficiency in computer use, including the Microsoft Office Suite (Word, Excel, PowerPoint), is essential, particularly in spreadsheet management, pivot tables, chart creation, and report generation. Experience with database packages, text processors, and other standard software is desirable. General knowledge of UN financial policies and procedures is a plus, as is experience with SAP information systems. Fluency in Spanish is required, with basic English knowledge being desirable.
