Job Purpose

The Procurement Officer will be responsible for managing contractual arrangements and coordinating with stakeholders to ensure the smooth implementation of Cash Based Transfer (CBT) activities from a procurement perspective. This role involves overseeing the procurement of goods and services, supervising national staff, and providing technical advice for procurement field operations. The Officer will deputise for the Head of the Procurement Unit and act as Officer in Charge (OIC) in their absence. Key responsibilities include providing oversight and guidance for CBT procurement, contributing to strategic planning and sourcing strategies, leading procurement projects, analyzing procurement data, ensuring compliance and audit readiness, managing vendor relationships, overseeing quality assurance, collaborating with cross-functional teams, preparing reports, building capacity in procurement practices, and contributing to emergency preparedness. The role aims to ensure compliance, efficiency, and value for money in all procurement activities, supporting WFP's mission to save and change lives.

Responsibilities

The role focuses on managing contractual arrangements and coordinating with stakeholders to ensure the smooth implementation of Cash Based Transfer (CBT) activities from a procurement perspective. Key responsibilities include overseeing the procurement of goods and services, providing technical advice and oversight to procurement field operations, and supervising national staff. The position involves contributing to the development of procurement plans and sourcing strategies, ensuring compliance with WFP policies and regulations. It also entails leading or supporting procurement projects, analyzing procurement data to identify trends and recommend improvements, and managing vendor relationships, including coordinating performance evaluations with Financial Service Providers (FSPs). The role requires ensuring quality control through relationships with inspection firms, collaborating with cross-functional teams for an integrated supply chain approach, and preparing timely reports. Additionally, the position involves building the capacity of staff and partners in procurement, guiding junior staff, and contributing to emergency preparedness actions. The role also includes deputizing for the Head of the Procurement Unit and acting as Officer in Charge during their absence, ensuring compliance, efficiency, and value for money in all procurement activities.

Work Experience

Requires a minimum of eight years of relevant professional experience in Procurement. This includes progressive experience in contracting Financial Service Providers and retailers for cash-based interventions, conducting cost analyses, coordinating CBT working groups, and experience in international and multicultural environments. Experience with food commodity markets, freight markets, market intelligence, the E-tendering platform (COUPA), budgeting, pipelines, and WFP corporate systems is also necessary.
