Job Purpose
The Finance Assistant (and Admin) will provide essential procedural and technical support within the finance and budget functions to ensure compliance with WFP's financial policies, rules, and regulations. This role involves monitoring expenditure forecasts, preparing expenditure reports, managing sub-imprest bank and petty cash accounts, and maintaining Delegation of Financial Authority records. The assistant will verify vendor claims, process payments, and perform administrative duties related to asset management and field office vehicle operations. Additionally, the position includes acting as a Travel Focal Person, supervising support staff, and ensuring accurate recording and timely processing of all financial transactions and invoices in compliance with WFP standards.
Responsibilities
The Finance Assistant (and Admin) role involves providing crucial procedural and technical support in finance and budget management to ensure adherence to WFP's financial policies and regulations. Key responsibilities include monitoring monthly expenditure forecasts and generating reports to aid decision-making, as well as managing fund requisitions for sub-imprest accounts. The position requires regular monitoring of sub-imprest bank and petty cash accounts to ensure adequate funding and proper disbursement. Maintaining Delegation of Financial Authority (DoFA) records and overseeing the entire petty cash management process, including serving as a petty cash cashier and ensuring punctual WINGS entries, are also vital. The role involves verifying vendor claims, advances, and receivables, ensuring timely payments and compliance with WFP finance rules through appropriate procurement procedures and invoice checking. Administrative duties encompass monitoring fixed assets, fuel, and spare parts for vehicles and generators, alongside effective field office vehicle management. Additionally, the position acts as a Travel Focal Person, supervising drivers, cleaners, and security guards. Expense monitoring against approved budgets, timely processing of payments to external suppliers, and maintaining a web-based register for invoices and payment transfers are essential. Finally, the role includes providing guidance and on-the-job training to support staff to ensure consistent service delivery.
Work Experience
Requires a total of 5 years of experience in Finance or a related business stream.
