Job Purpose
The Associate Programme Officer (Cash-Based Transfers, Cooperating Partner Management, and Beneficiary Identification) will provide specialized expertise to support the development and implementation of WFP's programme activities. This role involves coordinating efficient project management, ensuring alignment with broader programme policies and guidelines. The incumbent will prepare comprehensive reports and data analyses, making recommendations to supervisors to ensure quality standards are met. Key responsibilities include leading accurate data registration, fostering partnerships with local entities, and supporting capacity building for WFP staff and partners. The position also entails managing support staff, acting as a focal point for cash-based transfer (CBT) programmes, and ensuring compliance with operational standards and procedures. This role is crucial for the effective and efficient delivery of humanitarian assistance, particularly in cash-based interventions, and requires strong analytical, coordination, and communication skills.
Responsibilities
The role involves providing specialized expertise and contributing to the development of project activities, plans, and processes within a specific technical area, ensuring alignment with broader program policies. This includes efficient coordination and specialized project management support to ensure activities meet established objectives according to WFP procedures. A key responsibility is preparing detailed reports and substantial data analyses on aspects like food assistance needs, resource utilization, and program performance, making recommendations to supervisors and ensuring deliverables meet quality standards. The position also requires leading accurate and timely data recording for programs and assessments, ensuring information consistency for stakeholders. Collaboration with internal counterparts on complex matters is essential for effective project implementation and monitoring. Building and supporting partnerships with local entities, agencies, NGOs, and government institutions for accurate food security analysis and efficient food assistance delivery is also crucial. Furthermore, the role supports capacity building for WFP staff, cooperating partners, and national governments. It serves as an escalation point for complex queries and requires adherence to emergency preparedness standards for rapid response. Managing a support team, providing guidance, and ensuring team objectives are met within agreed timelines are also part of the responsibilities. Specific duties include coordinating with functional units for Cash-Based Transfers (CBT), acting as a focal point for programmatic and service units, supporting national CBT program implementation, conducting training, participating in procurement processes, monitoring sectoral assessments, managing beneficiary data, ensuring compliance with CBT program regulations, preparing meeting inputs, compiling reports, and providing technical support for cash working groups and program implementation.
Work Experience
Requires a minimum of 5 years of experience in accounting or administration. Proficiency in computer use, including the Microsoft Office suite (Word, Excel, PowerPoint), and experience with web-based systems and corporate platforms are necessary. A strong understanding of administrative operating standards and knowledge of international humanitarian and development issues are also essential. Experience facilitating communication with technical teams and contributing to program implementation with high responsibility is valued.
