Job Purpose

The Monitoring Assistant will support the Monitoring and Evaluation (M&E) team in overseeing and executing program monitoring activities within a designated coverage area. This role is crucial for ensuring the effective implementation of WFP's assistance programs by collecting, analyzing, and reporting on key performance indicators and program outcomes. The assistant will assist in various monitoring exercises, including baseline studies, post-distribution monitoring, and process monitoring, and will be responsible for managing data at the field office level. Additionally, the role involves supervising Third-Party Monitors (TPMs), providing capacity building, and ensuring that program activities align with WFP standards and objectives. The ultimate purpose is to provide timely and accurate data to support informed decision-making, program reviews, and continuous improvement of WFP's humanitarian efforts.

Responsibilities

The Monitoring Assistant, under direct supervision, is responsible for conducting monitoring and supervision of Third-Party Monitors (TPMs) within a designated coverage area. This role involves supporting the RAM officer in piloting and tracking baseline exercises, post-distribution monitoring (PDM) outcomes, endline surveys, and process/targeting assessments, aligning with regional and global WFP strategies. Key duties include assisting in updating the monitoring calendar and coverage of monitoring and reporting mechanisms, managing databases, and maintaining performance indicator tracking. The assistant will oversee TPM activities in sub-offices, provide capacity building and coaching to TPMs, and support the update of distribution calendars and the implementation of process monitoring, PDM, and price monitoring. They will collect information on generic activity indicators, contribute data for reports, and systematically produce monthly, quarterly, and annual monitoring reports. Expected results include verifying food and non-food item movements and distributions, resolving issues, collecting and analyzing program data, liaising with partners, and proposing process improvements. The role also involves preparing field mission reports and ensuring global guidelines and best practices are implemented and shared.

Work Experience

The role requires 5 years of experience in collecting data on program outcomes and impacts, conducting quantitative and qualitative analyses, and communicating findings. Experience with WFP's monitoring and evaluation systems and standards is preferred. Proficiency in data analysis software such as SPSS, Tableau, or ODK is also necessary. Experience with the UN system is a plus.
