Job Purpose
The VAM Officer will provide crucial technical and analytical support to WFP Lao PDR's Research, Assessment and Monitoring Unit. This role is pivotal in strengthening emergency preparedness, rapid response capabilities, climate risk analysis, and vulnerability assessments to ensure evidence-based programme decision-making. The Officer will lead the design and implementation of food security and vulnerability assessments, including Emergency Food Security Assessments (EFSAs), and generate timely analysis, maps, dashboards, and reports. These outputs will directly inform targeting strategies, geographic prioritization, response planning, and programme adaptation. The position will also focus on integrating climate, disaster risk, and food security data to identify high-risk areas and vulnerable populations, thereby supporting early warning systems and enhancing the link between analysis and operational action.
Responsibilities
The VAM Officer will provide crucial technical and analytical support to the World Food Programme (WFP) in Lao PDR, focusing on enhancing emergency preparedness, rapid response capabilities, climate risk analysis, and vulnerability assessments. This role is instrumental in strengthening evidence-based decision-making for WFP's programs. Key responsibilities include designing and implementing food security and vulnerability assessments, such as Emergency Food Security Assessments (EFSAs), and producing timely analytical outputs like reports, maps, and dashboards. These products will inform strategic decisions regarding beneficiary targeting, geographic prioritization, and response planning. The VAM Officer will also integrate climate, disaster risk, and food security data to identify high-risk areas and vulnerable populations, supporting early warning systems and ensuring analysis directly influences operational actions. Collaboration with internal teams, government counterparts, and partners is essential to ensure WFP's preparedness and response efforts are grounded in reliable and actionable evidence. This involves contributing to rapid assessments, developing early warning triggers, and providing technical assistance in data management and assessment tools. The role also supports program design and adaptation during crises by providing analytical inputs for targeting criteria and vulnerability mapping, ultimately aiming to improve the effectiveness and efficiency of humanitarian assistance.
Work Experience
Requires at least five years of relevant work experience, specifically in database management and household data analysis. Experience in EFSA, climate and vulnerability analysis, food security, livelihood analysis, and needs assessments is considered an asset.
