Programme Associate
Organizational Context
These positions are to be filled in regional offices, country offices, and area/field offices. The incumbents will typically report to a Programme Policy Officer or the Head of the relevant Field Office. At this level, incumbents are expected to demonstrate responsibility and initiative in independently responding to diverse queries with only general guidance. They must exercise good judgment in dealing with unforeseen operational problems that may arise daily. Incumbents are required to manage resources and instruct and coordinate a team of support staff.
Job Purpose
To provide effective specialized support and technical analysis to programme and policy activities that successfully meet food assistance needs. This role involves providing technical support and assistance in the development and implementation of various processes and activities within a specific area of expertise, ensuring alignment with broader programme policies and guidelines. The Programme Associate will support the development of project logical frameworks for donor submissions and modifications to the Country Strategic Plan (CSP), ensuring alignment with the Corporate Result Framework (CFR). They will also provide specialized support for project management, ensuring activities are carried out according to established goals and WFP policies and procedures. Furthermore, the role includes preparing reports and data analyses on food assistance needs, resource utilization, and programme performance, highlighting trends and problem areas, and ensuring adherence to institutional standards and quality control.
Responsibilities
The role involves providing comprehensive technical support and specialized assistance in the development and implementation of various program activities, ensuring alignment with broader organizational policies and guidelines. This includes contributing to the creation of project logical frameworks, aligning them with corporate result frameworks, and managing specific projects to meet established goals according to WFP procedures. A key responsibility is data analysis and reporting, generating insights on food assistance needs, resource utilization, and program progress, while ensuring data quality and adherence to institutional standards. The position requires meticulous data recording, maintaining contact with field monitors for effective project implementation and follow-up, and coordinating with diverse partners, including NGOs and government institutions, to analyze food security situations and ensure efficient aid delivery. Furthermore, the role supports capacity building for WFP staff, cooperating partners, and national governments, acting as a focal point for operational queries and issues. It also involves supervising support staff, ensuring adherence to emergency preparedness standards, maintaining corporate systems like COMET, and contributing to donor-facing country briefs. The role is crucial for planning, monitoring, and evaluating country programs, ensuring data integrity, meeting donor requirements, and producing timely strategic reports, while also facilitating coordination between field operations, headquarters, and national partners.
Work Experience
Requires at least two years of data analysis experience and one year of experience with corporate platforms like COMET. Must have experience working with technical teams (e.g., nutrition, VAM), producing monitoring/project reports, and contributing to program implementation. Proficiency in writing reports in both Spanish and English is essential. Experience assisting with or organizing policy discussions is also noted.
